PROPOSED RESOLUTION 2017-R-60 IS A RESOLUTION ADOPTING THE UPDATE OF THE MULTIJURISDICTIONAL ENHANCED LOCAL MITIGATION (ELMS) PLAN.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:
1. The Federal Emergency Management Agency (FEMA) regulation 44 C.F.R. Section 201.6(d)(3) requires local jurisdictions to review and update their Enhanced Local Mitigation Strategy plans (ELMS) every five (5) years to reflect changes in development, progress in mitigation efforts, and changes in priorities in order to maintain eligibility for mitigation project grant funding. Chapter 163, Florida Statutes, requires the City to plan for hazard mitigation, hurricane evacuation, post-disaster redevelopment planning, and a local mitigation strategy (LMS).

2. Section 322 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. Section 5161, et seq., as amended by the Disaster Mitigation Act of 2000, provides for States, Tribes and local governments to undertake hazard mitigation planning to reduce the risks from natural disasters.

3. The ELMS plans serve as a blueprint for mitigation planning to assist local governments in reducing threats from natural and man-made hazards.

4. The plans are submitted to the Florida Division of Emergency Management (FDEM) for initial review and coordination, then to FEMA for review and approval. On October 18th, 2017, the FDEM issued an approval of the proposed ELMS pending adoption by the County.

5. The City of Pembroke Pines adopted the County's updated the ELMS on September 20, 2000 (Resolution No. 2776), March 16, 2005 (Resolution No. 3027), and February 3, 2010 (Resolution No. 3254).

6. On December 12, 2017, the County Commission adopted the 2017 ELMS update.

7. Recommend adopting Proposed Resolution No. 2017-R-60.
