Summary Explanation and Background

 

 

PROCUREMENT PROCESS TAKEN:

 

-Chapter 35 of the City's Code of Ordinances is titled "PROCUREMENT PROCEDURES, PUBLIC FUNDS."

 

-Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

-Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

-Section 35.18(C)(7) states that "The following contractual services are not subject to the competitive procurement requirement:"

 

-Section 35.18(C)(7)(a) states that "Academic program reviews, lectures or seminars by individuals, professional development programs, training, and continuing education seminars;"

 

-Section 35.18(C)(7)(h) states that "Copyrighted materials, including computer software;"

 

-Section 35.18(C)(7)(i) states that "Software licensing and maintenance with the company from which the software was purchased, or its authorized representative;"

 

-Section 35.18(C)(7)(j) states that "Educational books, technical publications or other type trade journals;"

 

-Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

 

 

 

SUMMARY EXPLANATION AND BACKGROUND:

 

 

 

1. Curriculum Associates LLC. is an education publishing company that specializes in the integration of print and digital resources that include learning diagnostic assessments and instruction tools. This program effectively assesses students' academic progress, addresses the individual needs of students and helps teachers differentiate instruction. Curriculum Associates offers our charter schools the I-Ready Diagnostic and Instruction program in Math and Reading, a software product that helps identify student academic challenges, measures a student’s academic growth, and supports data-driven differentiated instruction. Curriculum Associates is the sole producer and distributor of I-Ready Diagnostic and Instruction program software licenses and correlating supplemental materials.

 

2. I-Ready is a program that has proven to be a contributor to the academic success of our charter schools. The City of Pembroke Pines East Elementary Charter School purchased the I-Ready program for the 2012-2013 school year; the program proved successful and since then all other campuses have also become users of the I-Ready program. It has proved to be effective in boosting student performance as indicated by the Florida Assessment of Student Thinking (FAST) and the STAR Assessment. Furthermore, Broward County Public Schools are also utilizing the I-Ready program to drive instruction and meet students' academic needs. Moving forward, the City of Pembroke Pines Charter Schools are eager to continue to grow and work with the I-Ready's diagnostic and instruction component. I-Ready diagnostics have been proven to predict a student’s performance on the FAST and STAR Assessments.  This portion of the program also provides teachers with tools to provide instruction that is specific to the needs of each student.  The Curriculum team, created by the Charter Schools, determined that the package provided by Curriculum Associates LLC. has proven to be successfully aligned with the school's curriculum and Florida Standards and has been an integral part of the system’s academic success.

 

3. For the 2025-26 school year, the East Elementary, West Elementary, Central Elementary, West Middle, Central Middle, Academic Village, and FSU Elementary would like to utilize the I-Ready Diagnostic and Instruction program in Math and Reading (See Exhibit 1. FY 2025-2026 I-Ready Quote).

 

4. Request Commission to approve the purchase from Curriculum Associates LLC, for access to the I-Ready Diagnostic Program in an amount not to exceed $178,340.15 which includes software licenses, instructional materials, and professional development, to help assess and improve students’ math and reading levels at the Pembroke Pines Charter Schools for the 2025-2026 school year pursuant to Sections 38.18(C)(7)(a), 38.18(C)(7)(h), 35.18(C)(7)(i), and 35.18(C)(7)(j)  of the City's Procurement Code.
