FOR THE PURCHASE OF FUSUS SOFTWARE FOR THE POLICE DEPARTMENT’S REAL TIME INTELLIGENCE CENTER WITH COVERAGE IN AN AMOUNT NOT TO EXCEED $156,402.22 OVER A FIVE-YEAR AND SIX-MONTH PERIOD PURSUANT TO SECTION 35.18(C)(3) OF THE CITY’S CODE OF ORDINANCES.

 

Summary Explanation and Background

PROCUREMENT PROCESS TAKEN:

 

- Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

-Section 35.18(C)(3) states that “City standard, single-source and sole- source commodities or services. City standard, single- source and sole-source commodities or services are exempt from this section.”

 

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

 

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission approval.”

 

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $100,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

 

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On December 15, 2021, the City Commission approved to enter into a Master Services and Multi-Item Purchasing Agreement with Axon Enterprise, Inc. to acquire body-worn camera systems/accessories, support existing body-worn cameras and the department’s digital evidence management system, update electronic control devices (tasers) and acquire drone software for a five (5) year period which will expire on December 31, 2026.

 

2.  On October 19, 2022, the City Commission approved to utilize the agreement to add additional body-worn camera systems/accessories, licensing and digital storage which was set to expire on September 30, 2025.

 

3.  On August 20, 2025, the City Commission approved the first amendment to the agreement, which extended coverage for items under the contract and added the SkyHero Robotic Bundle to provide indoor drone capabilities.

 

4.  On March 18, 2026, the City Commission approved the second amendment to the agreement, which renewed the agreement through December 31, 2031, and requested services including Taser 10 Upgrade, Drone as First Responder Program, and Axon programs such as AI Assistant and Full Virtual Reality Training.

 

5.  The Police Department is now requesting the addition of Axon Enterprise’s FUSUS software.  Axon Enterprise’s FUSUS software is a real-time operations and intelligence platform that unifies alerts, live video feeds, and critical data into one viewable source.

 

6.  The proposed FUSUS platform was selected following an operational assessment of the Department’s previously utilized software program, LeoSight, whose contract expired on April 25, 2026, and was not renewed. The Department determined that the prior program did not meet operational expectations from a technical and practical application standpoint. In response, the Department conducted extensive research into alternative software solutions and consulted with other Real Time Crime Centers (RTCCs) regarding their utilized platforms and recommendations.

 

7.  Based on this evaluation process, the Department determined that Axon’s FUSUS best satisfies its operational requirements while providing greater value and enhanced system functionality. FUSUS offers seamless integration with the Department’s existing technologies, including Body-Worn Cameras (BWC) and Drone as First Responder (DFR) systems, as well as compatibility with other third-party platforms already utilized by the Department. These integrations are included within the FUSUS platform at no additional cost, whereas under the previous software agreement, integrations required separate fees. Based on this comparison, overall FUSUS is substantially more cost-effective while also offering enhanced operational capabilities and system integration benefits.

 

8.  Additionally, Axon provides a dedicated engineering and customer support team to customize the FUSUS platform to meet the Department’s operational needs and provide ongoing technical assistance. This level of vendor support is expected to reduce the technical workload currently placed on the City’s internal computer services personnel while improving system responsiveness and functionality.

 

9.  FUSUS represents a substantially more cost-effective solution for the City. The total cost of the FUSUS platform is $156,402.22 over a 66-month term, resulting in an average annual cost of approximately $28,436.77.

 

By comparison, LeoSight, the City’s previous platform, has a total proposed cost of $142,666 over a 36-month term, resulting in an average annual cost of $47,555.33. It should be noted that LeoSight’s pricing is heavily discounted because the vendor is offering the City one year of service at no charge due to documented service issues experienced in prior years, contingent upon the City committing to a new 36-month agreement.

 

Even with this discount, the City would realize an average annual savings of approximately $19,118.57 by selecting the FUSUS platform from Axon.

 

It is also important to note that both vendors structure their billing differently than the true annualized cost of their services. Axon bills the 5.5-year FUSUS agreement in six equal annual installments rather than prorating the final six months of service. Similarly, LeoSight does not bill for the first year of service under its proposal but would bill $71,333 annually during the final two years of the agreement.

Based on both the total contract value and annualized cost, the FUSUS platform provides a more economical solution while supporting the Police Department’s operational and technology integration needs.

 

10.  The Police Department is requesting that the FUSUS contract commence on July 1, 2026, to facilitate the timely implementation of the software platform, including the prompt integration of officer GPS capabilities for emergency situations. The agreement term will expire concurrently with the current Axon contract on December 31, 2031.

 

11.  There are no additional training, equipment, or deployment costs associated with this program. Moreover, the City’s legal counsel has reviewed the terms and conditions of this agreement and has found them to be suitable.

 

12.  Consistent with the Commission approval on March 18, 2026, Axon’s sole source letter is included reaffirming that Axon is the sole manufacturer and distributor of the requested equipment and services, and that no written agreements exist authorizing other entities to resell these products.

 

13.  Request commission approve the Third Amendment to the Master Services and Multi-Item Purchasing Agreement with Axon Enterprise, Inc. for the purchase of FUSUS software for the Police Department’s Real Time Intelligence Center with coverage in an amount not to exceed $156,402.22 over a five-year and six-month period pursuant to section 35.18(C)(3) of the City’s code of ordinances.
