SUMMARY EXPLANATION AND BACKGROUND:
1. On June 21, 2023, the City Commission approved a continuing engineering services contract with Carollo Engineers, Inc. pursuant to the award of RFQ # PSUT-22-02 "CCNA Continuing Services for Public Water System Engineering and Related Services" in accordance with Florida Statute 287.055, Consultants Competitive Negotiations Act (CCNA), for a five-year period.
2. In lieu of establishing a maximum contract value, Utilities Department Staff proposed to present every work authorization under this contract in excess of the threshold ($25,000) stated under Section 35.21(A)(1) of the City's Code of Ordinances, to the Commission for approval. The submittal is to include the Consultant’s proposed fee as well as the available budget and relevant account number.
3. In 2021, CH2M Engineers performed a detailed condition assessment of the City’s water supply wellfields as part of the development of the Utilities Comprehensive Master Capital Improvement Plan. The assessment determined that the City’s Eastern Wellfield does not have sufficient redundancy to its water pumping capacity to meet the City’s Water Use Permit requirements (issued by the South Florida Water Management District). More specifically, there are four wells in the Eastern Wellfield and three of them have a pumping capacity of 2,800 gallons per minute (gpm). The fourth well, Well 6, is an older and smaller diameter well, and only has a capacity of 1,000 gpm. The Master Plan recommends improving wellfield reliability and redundancy by increasing Well 6’s diameter and depth, and replacing the associated well head pumping equipment and piping, to increase its capacity to 2,800 gpm.
4. Utilities Department Staff concurs with that recommendation and, to that end, has solicited a proposal from the City’s Public Water System Engineering Consultant, Carollo Engineers, Inc., to provide the engineering services required to make these improvements. The City currently has a continuing contract with Carollo, and they are very capable and qualified to perform this work.
5. Carollo and Staff have negotiated a proposal in the amount of $241,131.00, for which Carollo will prepare a preliminary design report, produce engineering plans and specifications, obtain the necessary permits, provide bidding services, provide construction engineering and inspection services, assist with well startup, and provide record drawings and documents.
The negotiated proposal includes pricing for labor costs, expenses, and subconsultant costs. The hourly labor rates are part of the Continuing Professional Services Agreement between Carollo Engineers and the City per “Exhibit C”. Labor rates total to $172,076.00 of the negotiated proposal amount.
Expenses and Subconsultant Costs are not specifically identified in the Continuing Professional Services Agreement and these services total $68,523.00. Expenses make up $4,523.00 of the additional costs and sub-consulting costs are split, $19,000.00 for ADS, Inc. to perform electrical and instrumentation design and construction engineering and inspection (CEI) and $45,000.00 for WSA, Inc. to perform hydrogeological services for well abandonment and new well design and CEI.
6. The Utilities Department believes that the negotiated project cost of $241,131 is fair, competitive, and reasonable.
7. The resulting construction costs associated with these engineering services are estimated to be $800,000.00.
8. Staff recommends City Commission approval of the proposed Work Authorization #3 with Carollo Engineers, Inc. to provide engineering services associated with constructing improvements to Well #6, pursuant to the award of RFQ # PSUT-22-02 "CCNA Continuing Services for Public Water System Engineering and Related Services", in an amount not to exceed $241,131.00.
