MOTION TO APPROVE THE 2025-2026 PEMBROKE PINES CHARTER SCHOOLS (PPCS) FLORIDA SAFE SCHOOLS ASSESSMENT TOOL (FSSAT), THE 2025-2026 FSU/FSUS DISTRICT FSSAT BEST PRACTICES, THE UPDATED K-12 THREAT MANAGEMENT POLICY, THE UPDATED K-12 EMERGENCY PREPAREDNESS PLAN, AND TO AUTHORIZE APPLICATION FOR AND RECEIPT OF THE 2025-2026 SCHOOL HARDENING GRANT.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. In 2018, the Florida Legislature enacted the Marjory Stoneman Douglas High School Public Safety Act (SB 7026), establishing comprehensive school safety and security requirements statewide. The Act created the Office of Safe Schools (OSS) within the Florida Department of Education (FLDOE) and mandated the development of policies and procedures to enhance emergency preparedness and threat response. In 2019, the Legislature passed SB 7030, implementing recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB 7030 strengthened oversight and accountability measures and required ongoing compliance monitoring by OSS beginning in the 2019-2020 school year and annually thereafter.

 

2. Pursuant to section 1006.07(6), Florida Statutes, each district and charter school governing board must adopt and annually review policies and procedures for school safety and emergency management. Accordingly, the City Commission, as the PPCS Governing Board, has previously approved the following: Active Assailant/Threat Procedures, Safer Spaces Policy, Threat Assessment Policy, Visitor & Intruder Control Policy, PPCS K-12 Reunification Plan, Notification of Involuntary Examination Policy, K-12 Emergency Preparedness Plan, and the annual Mental Health Assistance Allocation Plan and Mental Health Audit Documentation.

 

3. In accordance with section 1006.1493, Florida Statutes, and the rules of the Office of Safe Schools, each charter school must annually complete the Florida Safe Schools Assessment Tool (FSSAT) in collaboration with local law enforcement and emergency management agencies. The FSSAT evaluates facility hardening, emergency response procedures, and safety-related infrastructure improvements, and is submitted electronically to FLDOE.

 

4. The Pembroke Pines Charter School Safety Specialist, in collaboration with the City’s Emergency Management Director, Police and Fire Departments, and City and School leadership, has completed the updates to the following:

                     2025-2026 Pembroke Pines Charter Schools FSSAT

                     2025-2026 FSU/FSUS District FSSAT Best Practices

                     Updated K-12 Threat Management Policy

                     Updated K-12 Emergency Preparedness Plan

These materials are to be reviewed in a closed-door session prior to Commission approval, as consistent with the exemptions provided under section 286.011(8), Florida Statutes, regarding security system plans.

 

5. Pursuant to section 1013.64(1)(a), Florida Statutes, and the General Appropriations Act (SB 2500), nonrecurring School Hardening Grant funds are available to charter schools and school districts to improve physical security measures. Eligibility is contingent upon completion and submission of the annual FSSAT. Based on the PPCS’s capital outlay full-time equivalent (FTE) student count, the schools are eligible to receive the following estimated allocation for FY 2025-2026 upon approval of this item:

Location 5081- Middle Schools           $   9,737

Location 5121- Academic Village       $ 15,510

Location 0351- FSU Elementary *      $ 100,000

Estimated Total                                  $ 139,929

 

* The FSU-sponsored Charter Elementary School is classified as its own district and therefore receives the base allocation amount established by the Florida Department of Education. The School Board of Broward County (SBBC)-sponsored charter schools receive a proportional share of the SBBC’s total School Hardening Grant allocation, based on each school’s full-time equivalent (FTE) enrollment for FY 2025-2026.

 

6. Recommend the City Commission approve the 2025-2026 Pembroke Pines Charter Schools (PPCS) Florida Safe Schools Assessment Tool (FSSAT), the 2025-2026 FSU/FSUS District FSSAT Best Practices, the updated K-12 Threat Management Policy, the updated K-12 Emergency Preparedness Plan, and to authorize application for and receipt of the 2025-2026 School Hardening Grant

 

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a) Initial Cost: If approved, the City of Pembroke Pines Charter Schools would receive approximately $139,929 in grant revenue allocation to be utilized for allowable capital expenditures toward the physical security of the charter school facilities.

 

b) Amount budgeted for this item in Account No: If approved, a budget adjustment will be completed to increase the charter school Safety & Security School Building revenue budget accounts and the applicable charter school expenditure budget accounts.

 

c) Source of funding for difference, if not fully budgeted: Not Applicable.

d) 5-year projection of the operational cost of the project: Not Applicable.

FEASIBILITY REVIEW:

 

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
