MOTION TO ADOPT PROPOSED RESOLUTION 2025-R-22.
PROPOSED RESOLUTION NO. 2025-R-22 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING A GRANT FROM THE "URBAN AREA SECURITY INITIATIVE ("UASI") GRANT PROGRAM FY 2024", THROUGH THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT, FOR THE BENEFIT OF THE FORT LAUDERDALE-MIAMI UASI, COMPRISED OF VARIOUS COUNTY AND MUNICIPAL ENTITIES, INCLUDING THE CITY OF PEMBROKE PINES; AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF MIAMI, AS SPONSORING AGENCY, AND THE CITY OF PEMBROKE PINES AS A PARTICIPATING AGENCY, WHICH PROVIDES FOR THE USE OF THE CITY OF PEMBROKE PINES' SHARE OF THE GRANT PROCEEDS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY EXPLANATION AND BACKGROUND:
1. On January 3, 2006 the Department of Homeland Security created a new Urban Area Security zone composed of the Cities of Fort Lauderdale, Miramar, Hollywood, Pembroke Pines, and Miami Gardens. The participating entities are deemed the Fort Lauderdale Urban Area Work Group (UAWG). Subsequently, Broward County, Coral Springs, Sunrise, and Palm Beach County were added to the Urban Area Work Group. In 2011 the Fort Lauderdale UASI was merged with the Miami UASI to create a unified funding recipient with similar critical vulnerabilities.
2. In 2024, the Ft. Lauderdale-Miami UASI was awarded $12,388,404.00 to implement projects and strategies to enhance the sustainability of critical infrastructures within the participating entities.
The strategies necessarily focus on enhancing detection, prevention, preparedness, response and recovery to all man-made or natural hazards. The City of Pembroke Pines received an allocation of $292,161.00 as its share of the $12,388,404.00.

4. As a reimbursement grant, the City of Miami administers all expenditure reimbursements for the Fort Lauderdale Urban Area Security Initiative (UASI) member cities (see attachment MOA).
5. This grant expires on August 31, 2026.
