MOTION TO APPROVE THE FSU-BROWARD DISTRICT'S 2026-2027 COMPREHENSIVE EVIDENCE-BASED READING PLAN (CERP), THE 2026-2031 PAEC ESOL ADD-ON ENDORSEMENT PROGRAM, THE FLORIDA ESOL ENDORSEMENT MATRIX, AND THE ASSOCIATED DISTRICT APPROVAL FORMS FOR THE FSU ELEMENTARY CHARTER SCHOOL.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1. As part of the Florida Department of Education's accountability and compliance requirements, the FSU-Broward District is required to annually maintain and obtain Governing Board approval of various instructional plans and professional development programs.

 

2. Rule 6A-6.053, Florida Administrative Code, requires school districts and charter schools to annually develop and submit a Comprehensive Evidence-Based Reading Plan (CERP) outlining the components of the district's comprehensive system of reading instruction. The approved plan must be submitted to the Florida Department of Education by August 1, 2026, to maintain eligibility for state reading allocation funding (See Exhibit 1. Rule 6A-6.053 FAC District K-12 CERP)

 

3. The FSU-Broward District's 2026-2027 Comprehensive Evidence-Based Reading Plan establishes literacy goals, instructional supports, intervention strategies, assessment practices, professional learning activities, and literacy leadership initiatives designed to improve student reading achievement and ensure alignment with Florida's Benchmarks for Excellent Student Thinking (B.E.S.T.) English Language Arts Standards (See Exhibit 2. FSU-Broward District Comprehensive Evidence-Based Reading Plan 2026-2027 and Exhibit 3. FSU-Broward 2025-2026 CERP Reflection Tool).

 

4. The FSU-Broward District also participates in professional development programs offered through the Panhandle Area Educational Consortium (PAEC). The PAEC ESOL Add-On Endorsement Program provides instructional personnel with a pathway to obtain the Florida English for Speakers of Other Languages (ESOL) Endorsement and ensures compliance with state certification requirements for educators serving English Language Learners.

 

5. The 2026-2031 PAEC ESOL Add-On Endorsement Program and Florida ESOL Endorsement Matrix have been updated to reflect the Florida Teacher Standards for ESOL Endorsement and provide the framework for district implementation of ESOL endorsement training and certification requirements (See Exhibit 4. PAEC ESOL Add-On Endorsement Program 2026-2031, Exhibit 5. Florida ESOL Endorsement Matrix, and Exhibit 6. District Approval Form).

 

6. The following documents are presented to City Commission for approval:

a) FSU-Broward District 2026-2027 Comprehensive Evidence-Based Reading Plan (CERP);

b) FSU-Broward District 2025-2026 CERP Reflection Tool;

c) FSU-Broward District 2026-2031 PAEC ESOL Add-On Endorsement Program;

d) FSU-Broward District Florida ESOL Endorsement Matrix; and

e) FSU-Broward District District Approval Form.

 

7. Recommend City Commission approve the FSU-Broward District's 2026-2027 Comprehensive Evidence-Based Reading Plan (CERP), the 2026-2031 PAEC ESOL Add-On Endorsement Program, the Florida ESOL Endorsement Matrix, and the associated District Approval Forms.

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost: The FSU-Broward District's projected 2026-2027 reading allocation is approximately $159,067 and will be utilized in accordance with the approved Comprehensive-Based Reading Plan.

b)   Amount budgeted for this item in Account No: Applicable revenues and expenditures will be included in the Proposed Fiscal Year 2026-2027 FSU Elementary Charter School Budget.

c)   Source of funding for difference, if not fully budgeted: Not applicable.

d)   5-year projection of the operational cost of the project: Not applicable.

FEASIBILITY REVIEW:

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
