MOTION TO APPROVE A WORK ORDER AUTHORIZATION WITH CRAVEN THOMPSON & ASSOCIATES, INC. FOR CIVIL ENGINEERING AND SURVEYING SERVICES FOR STRATEGIC PLAN PROJECT RD004 - PEMBROKE LAKES SECTION 1 DRAINAGE IMPROVEMENTS IN THE AMOUNT OF $240,080.00.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. On December 4, 2024, the City Commission adopted the Strategic Plan titled “We Love Pembroke Pines: A Blueprint for a Brighter Future.” The Strategic Plan identified key investments in drainage systems to prevent flooding, improve water management, and enhance quality of life for residents. As part of the Strategic Plan implementation, the neighborhood of Pembroke Lakes Section 1 was identified as priority drainage projects, meant to improve drainage, decrease flooding, and improve walkability of the neighborhood. The project includes swale regrading, tree removal where necessary, replacement of sidewalks, and other associated drainage improvements.

 

2. On October 15, 2025, the City Commission approved funding for Year One Strategic Plan Recreation Projects, which included $282,000 for the design of the projects. This funding is intended to support the design phase only, with construction to be considered at a future date.

 

3. On January 21, 2026, the City Commission approved continuing contracts under RFQ #PSPW-23-20 for CCNA professional services, establishing a pool of pre-qualified consultants across multiple disciplines. In accordance with these agreements, staff selected Craven Thompson & Associates, Inc. from the pre-qualified firms under Trade A - General Civil and Environmental Engineering Services, based on their qualifications, experience with similar municipal projects, and ability to assemble a multidisciplinary team to support the projects.

 

4. The process outlined in the continuing services agreement requires staff to schedule a scoping meeting with the consultant to further define the scopes, confirm design priorities, and establish an approach to the projects. Staff held the scoping meeting on April 15, 2026. Based on this effort, Craven Thompson & Associates, Inc., prepared detailed proposals to provide professional surveying and civil engineering services. The scope includes coordination of survey, geotechnical engineering, subsurface utility engineering, permitting assistance, and bidding support services.

 

5. The proposed work for both projects includes:

 

- Topographic survey and engineering data collection

- Geotechnical engineering and subsurface utility investigations

- Re-grading of the swales and adjacent areas

- Drainage system improvements to accommodate rain events

- Development of 50%, 90%, and 100% construction documents

- Permitting assistance with the City of Pembroke Pines and South Broward Drainage District

- Bid and procurement support services

- Adjustments to perimeter pathways for ADA compliance and restoration of all work areas to equal or better condition

 

6. The anticipated duration for the design phase of Pembroke Lakes Section 1 is approximately ten months, which includes data collection, design development, and permitting. Design completion is anticipated in Spring 2027.

 

7. The total fee for professional engineering and surveying services is $240,080, which is based on the standardized rates established under the City’s CCNA continuing services contracts. The proposal is fully funded within the approved Year One design budget for this project.

 

8. The projects support the following Strategic Plan goals and strategies under the “Public Infrastructure” Strategic Focus Area:

 

Goal #4: Enhance drainage systems to prevent flooding and improve water management

 

Strategy: Conduct a comprehensive assessment of the current drainage infrastructure and implement drainage improvement projects in identified problem areas. The proposed projects support this strategy by identifying key areas with drainage issues, and remediating them through the development of outfalls and improved swales, thereby reducing flooding and increasing the quality of the infrastructure.

 

9. Staff recommends approval of the Work Order Authorization with Craven Thompson & Associates, Inc. in the amount of $240,080.
