PNC2127733B1, IN AN AMOUNT NOT TO EXCEED $145,000, FOR THE TERM ENDING ON AUGUST 21, 2026, PURSUANT TO SECTION 35.18(C)(5) OF THE CITY’S CODE OF ORDINANCES.

 

Summary Explanation and Background

 

PROCUREMENT PROCESS TAKEN:

 

-  Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

- Section 35.18(C)(5) of the City’s Code of Ordinances, “Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States Government, are exempt from the competitive procurement process.”

 

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

 

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission Approval."

 

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.                     The City’s drinking water system includes nine water supply wells that draw water from the Biscayne Aquifer and pumps it to the water treatment plant, where it is transformed to potable water.  These wells require routine maintenance and, often times, rehabilitation to function properly.  Consistent well production is necessary for the efficient operation of our water treatment plant and for uninterrupted service to our customers.

 

2.                     On August 22, 2024, Broward County awarded Bid No. PNC2127733B1, Well Rehabilitation, to Florida Design Drilling, LLC.  This contract expires on August 21, 2026, with options for up to three, one-year renewals.

 

3.                     Utilities Staff have determined that Florida Design Drilling LLC. is a qualified and experienced well-maintenance contractor. Additionally, Utilities Staff have determined that it would be beneficial to utilize Broward County’s agreement to issue Work Orders to Florida Design Drilling LLC., on an as-needed basis, for well maintenance and rehabilitation.  This will provide Staff with the flexibility to keep the wells performing as intended.

 

4.                     Currently, Well #10 is experiencing reduced performance and has been identified to need full rehabilitation as defects have developed in the well piping and pump bowls.

 

5.                     Staff recommend City Commission approve an agreement with Florida Design Drilling, LLC. for well rehabilitation services, utilizing pricing established in Broward County’s Solicitation No. PNC2127733B1, in an amount not to exceed $145,000, for the term ending on August 21, 2026, pursuant to section 35.18(C)(5) of the City’s Code of Ordinances.
