Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
(A) PSUT-25-05 "Exterior Stripping/Coating of Water Storage Tank"
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to paint exterior of water storage tank, in accordance with the terms, conditions, and specifications contained in this solicitation.
The work consists of cleaning, preparing, and coating the exterior of the City's 2.5-million-gallon pre-stressed concrete water storage tank, including repair of all exterior cracks and deficiencies.
(B) TS-25-08 "Adobe Renewals"
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide the requested annual Adobe software licensing renewal for the City of Pembroke Pines, in accordance with the terms, conditions, and specifications contained in this solicitation.
(C) PSPW-25-07 "Polk Building Renovations, Phase 2"
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide construction services at the Polk Building, located at 8200 South Palm Drive, Pembroke Pines, FL, 33025, in accordance with the terms, conditions, and specifications contained in this solicitation.
Phase 2 will be the final phase to this project and the completion of this building will unify the Utilities Administration and the Customer Service & Billing Department into a single location, along with the GIS Division, and will serve as the Utilities Emergency Operations Center. This project will provide the City with a much-improved critical infrastructure, which includes a hardened building with a backup power source and centralized SCADA data access during and after a disaster. This will enable Utilities staff to simultaneously monitor system-wide operational data and customer emergency calls, thereby ensuring a centralized and efficiently coordinated deployment of the field crews that will respond to emergency calls during and after a natural disaster or similar event. The building will also serve as the City’s secondary Emergency Operations Center in the event of a catastrophic failure at City Hall; from where first responders to include Police and Fire will be staged for immediate deployment throughout the city.
On May 23, 2018, the City Commission awarded IFB # PSPW-18-01 “# 67 Polk Building Demolition and Asbestos Remediation” to the most responsive/responsible bidder, Paragon Construction Unlimited, Inc.
On February 20, 2019, the City Commission awarded IFB # PSPW-18-13 "Roof Replacement of Various City Wide Buildings", which included the Polk Building, to the most responsive/responsible bidder, Therma Seal Roof Systems LLC.
On June 15, 2022, the City Commission awarded RFQ # PSPW-21-08 "Design Services for the Polk Building Renovation" to Saltz Michelson Architects.
Saltz Michelson Architects has provided all professional services necessary to deliver a complete set of permittable design documents for the renovation of the Polk Building.
The adjacent Public Services building located at 8300 South Palm Drive has already reached capacity as various modifications have already been made to convert existing conference rooms into offices and to adjust existing offices to accommodate more employees. This reduces efficiencies for various reasons, including impacting staff that work in shared environments. In addition, the reduction of available conference rooms in the building also makes it difficult for the various Departments and Divisions located in the building to coordinate in-person meetings at the same time, including Department meetings with vendors, Pre-Bid Meetings, Public Evaluation Committee Meetings with or without Presentations, Pre-Construction meetings, trainings, etc. In addition, as time passes, the City and its Departments and Staff continue to grow as needs and changes evolve and staff requirements increases, including but not limited to the growth of the GIS team and the Solid Waste Division
On September 4, 2024, the City Commission awarded IFB # PSPW-24-05 “Polk Building Renovations, Phase I” to Stone Concept Miami, Inc. Phase 1 is currently in progress and encompasses structural improvements, initial rough plumbing, exterior stucco finishing, and the installation of doors, windows, and other exterior building enhancements.
By completing Phase 1, the Howard C. Foreman Campus will benefit by updating a building that has been an eyesore next to the Public Services facility, as well as in clear view of the newly constructed Southwest Hammocks, a 100+ unit housing project for people with mental health issues.
Staff is ready to proceed with Phase 2, the final phase of the renovation project. Phase 2 includes the following: mechanical, electrical, and plumbing systems; fire sprinklers and alarms; drywall, ceilings, and flooring; interior doors, frames, and hardware; restroom fixtures; interior finishes and paint; site work; as well as parking lot and landscaping improvements.
Phase 2 is estimated to cost the City $4,729,608. After receiving bid responses and when recommending a vendor for the award, the City's administration will provide an update on the proposed funding for the project. The current FY 2024-25 budget includes $1,000,000 for Phase 2, with an additional $2,000,000 planned for the FY 2025-26 proposed budget. The remaining funds will be allocated in the FY 2026-27 proposed budget, as this construction project will span multiple fiscal years. Should the funding sources from the upcoming fiscal year budgets not be approved, the project will not proceed.
(D) RE-24-04 "Loading Dock Modification at the Charles F. Dodge City Center"
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to modify the existing loading dock at the Charles F. Dodge City Center, in accordance with the terms, conditions, and specifications contained in this solicitation.
The Charles F. Dodge City Center has long been a hub for events, conferences, and community gatherings, designed to accommodate a wide range of needs for residents and visitors. However, one critical aspect of the facility, the loading dock, has presented an operational challenge. Currently, the loading dock features a steep grade that is incompatible with standard truck access. The City alongside a professional engineer, proposes to modify the existing graded loading dock and regrade it to a flat surface designed to accommodate standard trucks.
