MOTION TO APPROVE A WORK ORDER AUTHORIZATION WITH CPZ ARCHITECTS, INC. FOR ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR REC05 - CINNAMON PLACE PARK - COMPLETE PARK RENOVATION IN THE AMOUNT OF $225,972.

SUMMARY EXPLANATION AND BACKGROUND:
1. On December 4, 2024, the City Commission adopted the Strategic Plan titled “We Love Pembroke Pines: A Blueprint for a Brighter Future.” The Strategic Plan identified key investments in parks and recreation facilities to address aging infrastructure, expand recreational opportunities, and enhance quality of life for residents. As part of the Strategic Plan implementation, Cinnamon Place Park was identified as a priority project to improve overall functionality, access, and safety within the park. The project includes a complete park renovation focused on enhancing usability for residents while addressing existing site constraints.
2. On October 15, 2025, the City Commission approved funding for Year One Strategic Plan Recreation Projects, which included $200,000 for the design of the Cinnamon Place Park Renovation Project. This funding is intended to support the design phase only, with construction to be considered at a future date.
3. On January 21, 2026, the City Commission approved continuing contracts under RFQ #PSPW-23-20 for CCNA professional services, establishing a pool of pre-qualified consultants across multiple disciplines. In accordance with these agreements, staff selected CPZ Architects, Inc. from the pre-qualified firms under Trade F - General Architectural Services, based on their qualifications, experience with similar municipal projects, and ability to assemble a multidisciplinary team to support the project.
4. The process outlined in the continuing services agreement requires staff to schedule a scoping meeting with the consultant to further define the project scope, confirm design priorities, and establish a project approach. Staff held the scoping meeting with CPZ Architects on March 10, 2026. Based on this effort, CPZ Architects, Inc. prepared a detailed proposal to provide full architectural and engineering design services. The scope includes coordination of a multidisciplinary team to deliver a complete set of construction documents and support the City through permitting and bidding.
5. The proposed work includes full design services for the complete renovation of Cinnamon Place Park, including:
- Reconfiguration of park access and circulation to improve safety and reduce cut-through traffic
- Development of new parking areas and drainage improvements
- Replacement and enhancement of walking paths and passive recreation areas
- Installation of exercise stations and park amenities
- Landscaping, tree canopy enhancements, signage, and overall site improvements
The design will be completed in phases, including schematic design, design development, 90% and 100% construction documents, permitting assistance, and bidding support. Upon completion, the project will improve access, safety, and overall functionality of the park, enhancing the user experience for residents.
6. The anticipated duration for the design phase is approximately 8 months, which includes data collection, design development, permitting, and bidding support.
7. The total fee for architectural and engineering design services is $225,972, which is based on the standardized rates established under the City’s CCNA continuing services contracts. The approved Year One design budget for this project is $200,000. The proposed work order amount exceeds this budget and will require a budget adjustment. Sufficient funding is anticipated to be available through reallocation of unused funds from other Year One Strategic Plan Recreation Projects that have come in under budget. No construction services are included in this work order.
8. The estimated construction cost for the full project is approximately $2 million to $2.4 million, which will be refined through the design process and brought forward to the City Commission at a future date for consideration.
9. This project supports the following Strategic Plan goal and strategy under the "Public Spaces, Community Aesthetics, and Quality of Life" Strategic Focus Area:
Goal #1: Enhance the quality, accessibility, and diversity of parks and recreational facilities to promote health and well-being among residents.
Strategy #1: Upgrade existing parks and facilities, develop new recreational spaces, acquire parcels for open or passive space and expand recreational programs.
The proposed improvements to Cinnamon Place Park support this strategy as the project aims to improve access, safety, and overall functionality of an existing park to enhance the user experience for residents.
10. Staff recommends approval of the Work Order Authorization with CPZ Architects, Inc. in the amount of $225,972, to proceed with the design of the Cinnamon Place Park Renovation Project.
