SUMMARY EXPLANATION AND BACKGROUND:
1. Spring Valley Park is currently undergoing renovation to remove the roller hockey rinks and construct a passive park with a walking path, exercise equipment, and a playground. The existing restroom and storage building remains at the park which provides a blank canvas for a mural.
2. In March 2025, the Recreation & Cultural Arts Department commissioned Ernesto Maranje, a local artist who is an expert with large scale murals to create a unique mural that reflected the theme "Love & Kindness." The proposed mural features larger than life scale design elements, local wildlife and is family friendly and colorful to bring a sense of tranquility to the park.
3. In addition to the mural, the artist will collaborate with the Recreation & Cultural Arts Department for an onsite, interactive educational component to introduce the mural to the community.
4. This mural installation aligns with the City's Public Art Program and Master Plan by creating vibrancy to parks and city identity in addition to instilling community pride.
5. The Art & Culture Advisory Board has reviewed the proposed mural and is in agreement with the selection.
6. The proposed mural by Maranje, LLC. falls under exemption of the City Code of Ordinances Section 35.18 (C)(7)(c) which specifically provides that artistic services (original and creative in character and skill in a recognized field of artistic endeavor) are exempt from competitive bidding.
7. If approved, this mural will be completed prior to the grand reopening of Spring Valley and the William B. Armstrong Dream Park.
