SUMMARY EXPLANATION AND BACKGROUND:
1. On March 31, 2026, the City Commission authorized the advertisement of IFB # PSPW-26-05 “Exterior Painting of Pembroke Pines Charter School - Central Campus”, which was advertised on April 7, 2026.
2. The purpose of the solicitation was to seek bids from qualified firms to paint the exterior of the Pembroke Pines Charter School Central Campus, located at 12350 Sheridan Street, Pembroke Pines, FL 33026.
The main purpose of repainting the school is to enhance its visual appeal and create a more positive, clean, and inviting environment for students and staff. Over time, constant exposure to sun, rain, humidity, and everyday wear has caused the walls and surfaces to deteriorate, resulting in fading, peeling, and damage that not only detracts from the school’s appearance but also risks compromising the building’s integrity.
A fresh coat of paint is essential to protect the school from damage caused by mold, mildew, and environmental elements. This preventative measure safeguards structural components, reducing the risk of costly repairs in the long term.
3. The solicitation included 7 bid line items, as shown below, with a quantity of 1 for each line item:

The base bids for lines 1 and 2 include the exterior painting for Central Campus Charter School, while the total for lines one through six include unit pricing for stucco repairs, expansion joints with backer rod, and polyurethane sealant, which were not included in the base bid totals. The quantities for these items, measured in square feet or linear feet, cannot be accurately determined until the initial building pressure washing and preparation is completed, as this process may expose underlying conditions that are not visible beforehand.
Using estimated quantities based solely on visually observable conditions before preparation could exclude significant areas requiring repairs. Therefore, these costs will be addressed through an owner's contingency, with expenditures based on the actual quantities of work required and the unit prices submitted by the awarded contractor.
Additionally, the total included line item 3, which covers pressure washing the areas surrounding the building and is separate from the pressure washing required for painting preparation. After analyzing the bids received, the Public Servies Department has decided to complete the pressure washing of these additional areas utilizing other contracts or procurements. Accordingly, line item 3 was excluded from the recommended award.
The following table summarizes the vendors' base bid amounts for the painting work, consisting of line items 1 and 2 along with the cost for the required payment and performance bonds:

5. City staff held a pre-award meeting with Bright and Clear Soft and Pressure Washing LLC on or about May 21, 2026 and subsequently began the process of drafting an agreement for services to be rendered. During the process, Bright and Clear Soft and Pressure Washing LLC advised that they wouldn't be able to provide the insurance and bonds required by the solicitation and negotiations failed, forcing the City to move on to the next lowest bidder.
6. City staff held a pre-award meeting with Five12 Painting & Remodeling LLC on July 9, 2026. During the meeting, the vendor confirmed that it could honor the pricing submitted in its proposal and comply with the insurance and bonding requirements established in the solicitation. Based on this confirmation, the Public Services Department initially determined that Five12 Painting & Remodeling LLC was responsive and responsible. However, during the contract development and verification process, the City’s Contracts Division was unable to satisfactorily verify the insurance information submitted by the vendor. Consequently, Five12 Painting & Remodeling LLC was no longer considered for award.
7. The City also noted that FLA Precision, Inc. submitted a competitive base bid; however, the vendor submitted the cost of their payment and performance bond in the amount of 100%, which doubled their total cost and also did not provide pricing for the “Other Items” in the required format. For example, the vendor submitted a unit price of $10,000 per square foot for stucco repair, $5,000 per linear foot for expansion joints with backer rod, and another $10,000 per linear foot for the polyurethane sealant around windows, which indicate that the vendor most likely submitted lump-sum prices in lieu of unit prices as requested. Correcting this discrepancy would require the vendor to revise and resubmit its pricing, which is not permitted under the sealed competitive bidding process. Accordingly, FLA Precision, Inc. was not considered for award.
8. MTD Painting and Construction Corp., was subsequently engaged. The Public Services Department evaluated the vendor’s pricing, understanding of the project scope, and ability to comply with the insurance and bonding requirements established in the solicitation. MTD Painting and Construction Corp. satisfied all requirements and was determined to be the most responsive and responsible bidder. Accordingly, staff recommends awarding the contract to MTD Painting and Construction Corp.
