Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
(A) PSPW-24-05 “Polk Building Renovations, Phase 1”
The City of Pembroke Pines is seeking proposals from qualified firms, hereinafter referred to as the Contractor, to provide construction services to the Polk Building, located at 8200 South Palm Drive, Pembroke Pines, FL 33025, in accordance with the terms, conditions, and specifications contained in this solicitation.
1. On May 23, 2018, the City Commission awarded PSPW-18-01 “# 67 Polk Building Demolition and Asbestos Remediation” to the most responsive/responsible bidder, Paragon Construction Unlimited, Inc.
2. On February 20, 2019, the City Commission awarded PSPW-18-13 "Roof Replacement of Various City Wide Buildings", which included the Polk Building, to the most responsive/responsible bidder, Therma Seal Roof Systems LLC.
3. On August 4, 2021, the City Commission authorized the advertisement of RFQ # PSPW-21-08 “Design Services for the Polk Building Renovation", which was advertised on August 12, 2021.
4. On June 15, 2022, the City Commission awarded RFQ # PSPW-21-08 "Design Services for the Polk Building Renovation" to Saltz Michelson Architects.
5. Saltz Michelson Architects has provided all professional services necessary to deliver a complete set of permittable design documents for the renovation of the Polk Building.
6. The completion of this building will unify Utilities Administration and the Customer Service & Billing Department into a single location, along with the GIS Division, and will serve as the Utilities Emergency Operations Center. This project will provide the City with a much-improved critical infrastructure, which includes a hardened building with a backup power source and centralized SCADA data access during and after a disaster. This will enable Utilities staff to simultaneously monitor system-wide operational data and customer emergency calls, thereby ensuring a centralized and efficiently coordinated deployment of the field crews that will respond to emergency calls during and after a natural disaster or similar event. The building will also serve as the City’s secondary Emergency Operations Center in the event of a catastrophic failure at City Hall.
7. The adjacent Public Services building located at 8300 South Palm Drive has already reached capacity as various modifications have already been made to convert existing conference rooms into offices and to adjust existing offices to accommodate more employees. This reduces efficiencies for various reasons, including impacting staff that work in shared environments. In addition, the reduction of available conference rooms in the building also makes it difficult for the various Departments and Divisions located in the building to coordinate in-person meetings at the same time, including Department meetings with vendors, Pre-Bid Meetings, Public Evaluation Committee Meetings with or without Presentations, Pre-Construction meetings, trainings, etc. In addition, as time passes, the City and its Departments and Staff continue to grow as needs and changes evolve and requirements of staff increases, including but not limited to the growth of the GIS team and the Solid Waste Division
8. Staff would like to proceed with Phase 1 of the renovation project. Phase 1 includes: structural improvements, initial rough plumbing, exterior stucco fishing, and installation of doors and windows and all exterior building improvements.
9. By completing Phase 1, the Howard C. Foreman Campus will benefit by updating a building that has been an eyesore next to the Public Services facility, as well as in clear view of the newly constructed Southwest Hammocks, a 100+ unit housing project for people with mental health issues.
10. Phase 1 is estimated to cost the City $750,000 and the City anticipates utilizing $400,000 in state appropriated funds for this project. In addition, the City is also exploring other potential federal funding and grant opportunities for this project. Once the bid responses have been received and a vendor is recommended for award, the City’s administration will provide an update on the proposed funding for the project and advise of any necessary budget adjustments, if needed, that may come from cost savings from other projects.
(B) PL-24-01 "Environmental Specialists for Residential Home Inspection"
The City of Pembroke Pines is seeking to acquire proposals from qualified firms with specialized skills and interest in providing professional services to conduct environmental inspection services to determine the extent of mold and lead that is present in the property and the cost for each repair. The intent of this RFQ is to contract with approximately two (2) or three (3) Environmental Specialists to perform environmental inspections such as lead and mold.
(C) PL-24-02 "Residential Home Inspection and Cost Estimating"
The City of Pembroke Pines is seeking to acquire proposals from qualified firms with specialized skills and interest in providing professional services to conduct residential inspection services to determine the extent of rehabilitation needed in residential homes and the cost for each repair. The City will accept proposals from General Contractors, Appraisers, and Roof Inspectors. The intent of this RFQ is to contract with residential home inspection firms to determine the extent of rehabilitation needed in residential homes and the cost estimate for each repair project. Services include inspections for general repairs, and accessibility modifications for the elderly/disabled.

This attachment is the standard boiler plate language that is used for the solicitations listed above. It is attached to this agenda item separate from the solicitations to reduce the repetition of this item.
Financial Impact
FINANCIAL IMPACT DETAIL:
(A) PSPW-24-05 “Polk Building Renovations, Phase 1”
The City’s Administration has been advised that we have been approved for $400,000 in State appropriated funding, however the final award from the State of Florida has not been made as of yet. The City is also exploring potential federal funding opportunities for this project. Once the bid responses have been received and a vendor is recommended for award, the City’s administration will provide an update on the proposed funding for the project and advise of any necessary budget adjustments, if needed.
(B) PL-24-01 "Environmental Specialists for Residential Home Inspection"
Funds for these expenses will be paid through grants received through various programs. The City of Pembroke Pines receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) Program, Home Investment Partnerships Program (HOME).
