MOTION TO APPROVE THE SOLE SOURCE PURCHASE OF HOLMATRO EXTRICATION TOOLS AND EQUIPMENT FROM NAFECO, INC. IN THE AMOUNT NOT TO EXCEED $178,028.00, PURSUANT TO SECTION 35.18(C)(3) OF THE CITY'S CODE OF ORDINANCES.

PROCUREMENT PROCESS TAKEN:

 

-Chapter 35 of the City’s Code of Ordinance is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

-  Section 35.18(C)(3) states, "City Standard, single-source and sole-source commodities or services. City standard, single-source and sole-source commodities or services are exempt from competitive bidding."

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission approval."

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  The Pembroke Pines Fire Department is requesting to purchase four (4) sets of extrication tools and equipment.

 

2.  This purchase is part of the Fire Department’s 5-year CIP and will continue to outfit the remaining apparatus (all six engines) with sets of the same battery-operated tools and standardize the Fire Departments units.

 

The standardization of these tools would provide the Fire Department with a lighter, battery powered extrication tool that does not require an external power source or heavy hydraulic hoses, making rescue procedures quicker, easier and safer.

 

The Fire Department currently has two sets of this brand for Engine 69 and Engine 99. The original purchase was approved by the City Commission on August 4, 2021, utilizing pricing established by the Lake County FL, piggyback contract #17-0606H. The initial contract used expired June 30, 2022, and thereby could not be reused to make this continued purchased.

 

For this reason, the Fire Department would like to use the Sole Source exemption to continue their 5-year CIP. NAFECO is the sole source factory authorized dealer for sales and service of Holmatro products in the states of Alabama, Tennessee, Florida and Georgia.
