SUMMARY AND EXPLANATION:

 

1. Broward County’s SWIM Central coordinates water-safety instruction and administers discount swim lesson coupons throughout the County. It also maintains the most comprehensive database of swimming pools and water-safety programs in Florida. Because South Florida has thousands of swimming pools, beaches, canals, and lakes, drowning remains the leading cause of death for children under age four. To address this risk, SWIM Central offers curriculum-based programs featuring 10 free, 30-minute classes over two weeks during the school day, taught by certified water-safety instructors who undergo specialized training and selection. The Recreation and Cultural Arts Department has partnered with Broward County for many years to deliver water-safety education to local schools through Swim Central. However, this is the first year the County requires a formal agreement with the City.

 

2.  Swim Central operates two main programs:

 

   a) Water Safety Education: SWIM Central identifies participating schools, handles waivers, and coordinates student transportation from the school to the pool. The City provides the actual water safety instruction (swim lessons) and receives reimbursement at the rates outlined in Exhibit B of the agreement. The City has historically offered these lessons at Pembroke Lakes Pool, Pines Charter Central Campus, and Towngate Park.

 

   b) Swim Lesson Coupons: Parents and guardians may request a $55 discount coupon at WaterSmartBroward.org for children aged six months to eight years. Each child coupon also allows the requester to obtain an adult coupon worth $60. These coupons can be redeemed for swim lessons throughout the year.

 

3.  Under the agreement, the County may reimburse the City up to a maximum of $100,000 each fiscal year for providing water-safety services, subject to the Board’s annual appropriation and funding availability. To date, the City’s reimbursements have never exceeded $15,000. After covering the cost of instructors, the program either breaks even or yields a small profit for the City.

 

4.  The Recreation and Cultural Arts Department seeks approval to enter into this agreement with Broward County (through the Swim Central program) from October 1, 2024, through September 30, 2025. Under this agreement, the City will continue providing water-safety education and receive reimbursement from the County. After the initial term, the agreement will automatically renew for up to four additional one-year terms at the same rates, terms, and conditions, unless terminated.
