- Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED, EXCEPTIONS.

 

- Section 35.18(C) states that “Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:”

 

- Section 35.18(C)(7)(a) states, "Academic program reviews, lectures or seminars by individuals, professional development programs, training, and continuing education seminars;"

 

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission approval.”

 

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1. Broward College - Institute of Public Safety provides police academy training for all new police recruits within Broward County.  The Broward College Police Academy meets all basic training requirements of the Florida Department of Law Enforcement Criminal Justice Standards and Training Commission.  Upon successful completion, students will be eligible to take the Criminal Justice Standards and Training State Officer Certification Examination.  Students must pass the Florida State Officer Certification Examination to qualify for Florida State Law Enforcement Certification, as prescribed in FSS Chapter 943.17(1).

 

2. Police Department has enrolled ten (10) new police recruits in the 368th Police Academy hosted by Broward College - Institute of Public Safety, which begins on April 22, 2025, and runs through September 26th, 2025.

 

3. The tuition cost per police recruit is $4,875.00, which includes the $100.00 state exam fee and the Florida Criminal Justice Sourcebook by Lexis Nexis.

 

4. Request Commission to approve the tuition cost of ten (10) police recruits attending police academy class #368 at Broward College, Institute of Public Safety, in an amount not to exceed $48,750, pursuant to section 35.18(C)(7)(a) of the City's Code of Ordinances.
