Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. On October 16, 2024 the City Commission approved to adopt Resolution no. 2024-R-44 authorizing the execution of Utility Work by Highway Contractor agreement (UWHCA) with the Florida Department of Transportation (FDOT). The improvement project along University Dr. from Johnson St. to Pembroke Rd. was estimated to cost $375,936.
2. Conditions of FDOT's right-of-way permit include that the City must relocate or adjust its infrastructure to accommodate the construction and finished road conditions, as required. FDOT identified
- one (1) sewer manhole and twelve (12) water/sewer valve boxes that will need to be adjusted to match the new pavement elevations
- approximately 700 feet of 12-inch sewer force main that will need to be relocated or replaced
3. Utilities staff has concluded that it would be in the best interest of the City to have FDOT's contractor make the utility adjustments as part of their scope of work.
4. FDOT bid the improvement project accordingly. The awarded bid totaled $508,737.56 including a 2% allowance and 10% for contingencies. On November 12, 2024 the City issued a check for $375,936. FDOT has requested the additional funds required to commence the utility work accordingly.
5. Staff recommends the City Commission adopt proposed Resolution No. 2025-R-44.
