Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
(A) CS-26-02 “Janitorial Services for Senior Center and Rental Housing Facilities”
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide janitorial services for the Senior Center and Rental Housing Facilities, in accordance with the terms, conditions, and specifications contained in this solicitation.
(B) PL-26-01 “Environmental Specialists for Residential Home Inspection”
The City of Pembroke Pines is seeking statements of qualifications from qualified firms, hereinafter referred to as the Contractor, to acquire proposals from qualified firms with specialized skills and interest in providing professional services to conduct environmental inspection services to determine the extent of mold and lead that is present in the property and the cost for each repair, in accordance with the terms, conditions, and specifications contained in this solicitation.
(C) PL-26-02 “Residential Home Inspection and Cost Estimating Services”
The City of Pembroke Pines is seeking statements of qualifications from qualified firms, hereinafter referred to as the Contractor, to conduct residential inspection services to determine the extent of rehabilitation needed in residential homes and the cost for each repair, in accordance with the terms, conditions, and specifications contained in this solicitation.
(D) RE-26-03 “Restroom Renovations at Various Parks”
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to Renovate Park Restrooms at Pembroke Shores North and South Buildings, Chapel Trail East and West Buildings and Academic Village Locker Rooms Showers, in accordance with the terms, conditions, and specifications contained in this solicitation.
(E) PSPW-26-02 "Janitorial Services for the Charter Schools and EDC"
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide janitorial services city-wide for the charter schools and Early Development Center (EDC), in accordance with the terms, conditions, and specifications contained in this solicitation.
(F) PSUT-26-06 “Phase 2 Polk Building Renovations”
The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide construction services at the Polk Building, located at 8200 South Palm Drive, Pembroke Pines, FL, 33025, in accordance with the terms, conditions, and specifications contained in this solicitation.
Phase 2 will be the final phase to this project and the completion of this building will unify the Utilities Administration and the Customer Service & Billing Department into a single location, along with the GIS Division.
On May 23, 2018, the City Commission awarded IFB # PSPW-18-01 “# 67 Polk Building Demolition and Asbestos Remediation” to the most responsive/responsible bidder, Paragon Construction Unlimited, Inc.
On February 20, 2019, the City Commission awarded IFB # PSPW-18-13 "Roof Replacement of Various City Wide Buildings", which included the Polk Building, to the most responsive/responsible bidder, Therma Seal Roof Systems LLC.
On June 15, 2022, the City Commission awarded RFQ # PSPW-21-08 "Design Services for the Polk Building Renovation" to Saltz Michelson Architects.
Saltz Michelson Architects has provided all professional services necessary to deliver a complete set of permittable design documents for the renovation of the Polk Building.
The adjacent Public Services building located at 8300 South Palm Drive has already reached its maximum capacity as various modifications have already been made to convert existing conference rooms into offices and to adjust existing offices to accommodate more employees. This reduces efficiencies for various reasons, such as the impact on staff productivity in shared environments. Additionally, the reduction of available conference rooms in the building makes it difficult for the various departments and divisions located in the building to coordinate in-person meetings at the same time, such as department meetings with vendors, Pre-Bid Meetings, Public Evaluation Committee Meetings with or without Presentations, Pre-Construction meetings, trainings, etc. The City, including departments and staff continue to grow as requirements change and needs of the community evolve. Immediate accommodations are needed for the growing GIS team, and the contractual Project Managers that assist in completing new projects and conducting asset management.
On September 4, 2024, the City Commission awarded IFB # PSPW-24-05 “Polk Building Renovations, Phase I” to Stone Concept Miami, Inc. Phase 1 encompassed structural improvements, initial rough plumbing, exterior stucco finishing, and the installation of doors, windows, and other exterior building enhancements.
Completion of Phase 2 will significantly enhance the Howard C. Foreman Campus by revitalizing a building that has long been considered an eyesore adjacent to the Public Services facility. The improvements will positively impact the appearance of the area, particularly given the building's prominent visibility from both the existing affordable housing community, Pines Place, and Southwest Hammocks, a newly constructed 100-plus-unit housing development serving individuals with mental health needs. This investment will contribute to the overall aesthetics, functionality, and community value of the campus and surrounding neighborhood.
Staff is ready to proceed with Phase 2, the final phase of the renovation project. Phase 2 includes the following: mechanical, electrical, and plumbing systems; fire sprinklers and alarms; drywall, ceilings, and flooring; interior doors, frames, and hardware; restroom fixtures; all interior finishes and paint; site work; as well as parking lot and landscaping improvements.
(G) Boiler Plate
This attachment is the standard boiler plate language that is used for the solicitations listed above. It is attached to this agenda item separate from the solicitations to reduce the repetition of this item.
