MOTION TO APPROVE THE DEPARTMENT RECOMMENDATIONS FOR THE FOLLOWING ITEMS LISTED ON THE CONTRACTS DATABASE REPORT:

 

(A) Florida Design Drilling, LLC - Well Rehabilitation Services - Renewal

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  Pursuant to Section 35.29(F) "City Commission notification" of the City's Code of Ordinances, "The City Manager, or his or her designee, shall notify the Commission, in writing, at least three months in advance of the expiration, renewal, automatic renewal or extension date, and shall provide a copy of the contract or agreement and a vendor performance report card for the contract or agreement to the City Commission."

 

2.  On May 17, 2017, Commission approved the motion to place all contracts from the Contract Database Reports on consent agendas as they come up for contractual term renewal so that City Commission affirms directions to administration whether to renew or to go out to bid.

 

3.  The Agreement shown below is listed on the Contracts Database Report for renewal.

 

(A) Florida Design Drilling, LLC - Well Rehabilitation Services - Renewal

 

1.  On April 22nd, 2025, the City entered into an Agreement with Florida Design Drilling, LLC for a period expiring on August 21st, 2026, and piggybacking off the company’s agreement with Broward County, based on Solicitation No. PNC2127733B1.

 

2. Florida Design Drilling, LLC provides well rehabilitation services to the City’s Utilities Department on an as-needed basis.

 

3.  The Broward County agreement with the vendor provides for three (3) additional one (1) year terms after the initial two (2) year term.

 

4.  On January 12, 2026, the Parties entered into the First Amendment to increase the initial total compensation amount from $145,000 to $346,200 to allow for the rehabilitation of Well 4 and Well 9.

 

5. On August 4th, 2026, Broward County renewed its agreement with the vendor for a period to expire on August 21st, 2027.

 

6.  The Utilities Department has three (3) additional wells which require rehabilitation services.

 

7.  The Utilities Department recommends that the City Commission approve this renewal Amendment for the one (1) year renewal term commencing on August 22nd, 2026, and expiring on August 21st, 2027, as allowed by the Agreement for an amount not to exceed $270,000.00.

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
