MOTION TO APPROVE THE PURCHASE OF LIFEPAK 35 MONITOR/DEFIBRILLATOR, SUPPLIES AND ACCESSORIES FROM STRYKER SALES, LLC., IN AN AMOUNT NOT TO EXCEED $79,911.49, PURSUANT TO SECTION 35.18(C)(3) OF THE CITY'S PROCUREMENT CODE.

PROCUREMENT PROCESS TAKEN:

 

- Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

- Section 35.18(C)(3) states that "City standard, single-source and sole- source commodities or services.  City standard, single- source and sole-source commodities or services are exempt from this section."

 

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

 

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  On August 7, 2019, the City Commission approved the LIFEPAK Cardiac Monitor/Defibrillator from Stryker as a City Standard. Maintaining this City Standard supports continuity and interoperability by standardizing training and operations, ensuring compatibility with existing LIFEPAK equipment/accessories, and preserving consistent service and data workflow processes.

 

2.  On August 6, 2025, the City Commission ratified the approval of the State EMS 75/25 matching grant (#M2542) for the purchase of a LIFEPAK 35 Monitor/Defibrillator. The City’s matching portion for the grant was estimated at $19,990.25 (25%), while the grant portion was estimated at $59,970.75 (75%), for a total estimated purchase price of $79,961.

 

3.  The LIFEPAK is an important tool utilized regularly by our Paramedics that aids in the care and treatment of patients experiencing a cardiac-related emergency. Uses include, but are not limited to:

                     Monitoring cardiac rhythms and vital signs

                     Performing 12-lead ECG acquisition and transmission

                     Providing external defibrillation and synchronized cardioversion

                     Delivering transcutaneous pacing when indicated

                     Monitoring oxygen saturation, end-tidal CO2, and other vital parameters

                     Assisting in continuous assessment and documentation of patient condition

                     Facilitates data transfer and integration with our patient care reporting software

 

4.  Stryker Sales, LLC., the sole source distributor for LIFEPAK, has provided a quote for the purchase and shipping of the LIFEPAK 35 monitor/defibrillator with related supplies, accessories, coverage and data solutions:

5.  Request the City Commission to approve the purchase of the LIFEPAK 35 monitor/defibrillator, supplies, accessories, coverage and data solutions from Stryker Sales, LLC., in an amount not to exceed $79,911.49, pursuant to Section 35.18(C)(3) of the City's Procurement Code.
