PROPOSED RESOLUTION NO. 2023-R-37 IS A RESOLUTION OF THE CITY OF PEMBROKE PINES, ADOPTING THE CITY OF PEMBROKE PINES ECONOMIC DEVELOPMENT STRATEGIC PLAN UPDATE, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT "A" AND INCORPORATED HEREIN BY REFERENCE; DIRECTING THE APPROPRIATE CITY OFFICIALS TO TAKE ANY AND ALL ACTION NECESSARY TO EFFECTUATE the INTENT OF THIS RESOLUTION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The City Commission at its September 17, 2014 meeting via Resolution 3431 adopted the City's first Economic Development Strategic Plan (EDSP).
2. The EDSP was intended to guide the City's economic development activities over a five year period. Due to the impacts of COVID-19, staff decided to delay in the procurement of an updated plan.
3. The EDSP is a comprehensive document that contains an executive summary, goals, market analysis and .
4. The EDSP was designed to be updated from time to time to reflect the changing business environment in the City.
5. On June 1, 2022, the City Commission authorized the advertisement of RFP # PL-22-03 "Economic Development Consultant - To Update the Citywide Economic Development Strategic Plan (EDSP)". The purpose of this solicitation was to update the Citywide Economic Development Strategic Plan (EDSP) for the City’s Planning and Economic Development Department. The EDSP provides a framework that aims to increase the City’s tax base by enhancing the business climate and creating higher-paying jobs. The City’s ultimate goal is to sustain and expand its economic base in order to provide for a high quality of life for all residents. Ideally, the plan will set out a key set of strategies, with action items, that build upon the City’s current economic asset base, identify how to overcome its challenges, facilitate the growth and expansion of existing industry and business sectors, and promote key redevelopment corridors as integral to the City’s economic future over the next 5 to 10 years. These activities will increase employment and position the City as a great place to live, learn, work, and play.
6. On September 7, 2022 the City Commission selected Redevelopment Management Associates LLC (RMA). to perform the Economic Development Strategic Plan update.
7. Over the past year, RMA has collaborated with partner organizations, conducted interviews and performed research to help form the 2023 plan update.
8. The 2023 plan update remains centered on the City’s economic priorities and strong competitive position in the region. While maintaining the six goals of the 2014-2019 Plan, the EDSPU is presented with an emphasis on providing recommendations with objectives and strategies that either have been revised or are new, to fit the current economic environment, thereby expanding the scope and purview of the 2014 Strategic Plan. This plan will demonstrate the effectiveness of cross-objectives, as they can interplay with goals today.
9. On August 23, 2023, staff presented the City Commission with the preliminary draft of the EDSP Update. As noted in the cover letter, some minor changes have been made to the attached version for adoptions.
10. On September 6, 2023, the City Commission heard a presentation from the consultant and later voted to defer approval of the resolution to allow the consultant to remove reference to the Skyrise Plaza project from the document. The proposed Skyrise Townhome project was listed as a reference in two sections of the proposed EDSP that were pertaining to residential development in the City. The reference to Skyrise Townhomes was in the original document after following verbiage: "Below is a list of upcoming developments that are at various levels of the development process at the time of this report".
11. The attached EDSPU has since been updated to reflect the revision and removal of Skyrise Townhomes.
