SUMMARY EXPLANATION AND BACKGROUND:
1. On April 15, 2026, the City Commission authorized the advertisement of IFB # PSUT-26-02 “30” PCCP Sewer Force Main Replacement”, which was later advertised on April 23, 2026.
2. The purpose of the solicitation was to seek bids from qualified Contractors for the replacement of portions of a 30-inch pre-stressed concrete cylinder pipe (PCCP) sewer force main (FM) which has reached its lifecycle age and dates back to the original construction of the water distribution system in the early 1960s.
3. The project location begins at the City's water treatment plant at 7960 Johnson St., then runs north along NW 79 Way to NW 10 St., east along NW 10 St to NW 77 Way, and north along NW 77 Way to a point of connection near the intersection of NW 77 Way with Taft St. where the 30-inch diameter force main is of ductile iron material.
4. The project length is approximately 1 mile, most of which will be constructed with high density polyethylene (HDPE) piping by horizontal direction drill (HDD) with entry and exit pit excavations, and limited portions include 8-inch, 10-inch, 12-inch, and 30-inch PVC as well as 14-inch and 36-inch diameter HDPE pipe portions that will be installed through the open excavation method.
5. Pavement, sod, and driveway restoration and proper abandonment of portions of the existing force main will be in accordance with the terms, conditions, and specifications in the Contract Documents prepared by the Engineer of Record, CPH Consulting, LLC.

7. R.P. Utility and Excavation Corp submitted the lowest bid. The Procurement and Sustainability Department, together with the Utilities Department reviewed R.P. Utility and Excavation Corp’s references and performance history, verified the work previously performed was of a similar nature and appropriate quality, and confirmed that the Contractor possesses the certifications and qualifications necessary to be able to appropriately carry out this construction, and deemed the Contractor a responsive and responsible bidder.
8. On June 24, 2026, the Utilities Department and Procurement and Sustainability Department held a pre-award meeting with R.P. Utility and Excavation Corp to further discuss their bid submission and confirm their understanding of the scope of work requested by the City. The Departments validated the accuracy of the pricing established by R.P. Utility and Excavation Corp’s submission.
9. The final project cost reflects the base bid submitted by R.P. Utility and Excavation Corp, the cost for the required payment and performance bond, and a 10% owner’s contingency as outlined in the breakdown below:
