SUMMARY EXPLANATION AND BACKGROUND:

PROJECT DESCRIPTION / BACKGROUND:

 

                     Hope Calhoun and Miskel Backman, agents for South Broward Hospital District, are requesting approval of a Miscellaneous Plan for the property located at 10175 Pines Boulevard, within the Pembroke Place shopping center, north of Pines Boulevard and west of Palm Avenue.

                     The property was previously developed and operated as a Chase Bank, in accordance with Site Plan SP2011-22. In 2025, South Broward Hospital District received approval under Site Plan SP2024-0010 to repurpose the existing building for use as an outpatient diagnostic imaging center.

                     The current Miscellaneous Plan proposes architectural and site modifications associated with the existing building, including modifications to the former drive-thru area, along with improvements to pedestrian access to the site.

BUILDINGS / STRUCTURES:

 

                     The applicant proposes to remove the existing drive-thru canopy located along the north side of the building. The existing teller window openings along the north elevation will be infilled and finished to match the existing building façade. The plans indicate that the infill areas will incorporate cast stone veneer and trim to match the existing materials and finishes.

                     The former drive-thru area will be reconfigured as part of the proposed site modifications. The paved area will remain incorporated into the site's vehicular circulation, with associated pavement and curb modifications. A new concrete sidewalk connection is also proposed to provide pedestrian access from the property to the existing sidewalk network along Pines Boulevard. The submitted site plan identifies the new connecting concrete sidewalk as part of the proposed improvements.

SIGNAGE:

 

                     The applicant is proposing the following signage improvements for the site:

 

•                     The existing monument sign located along Pines Boulevard will remain. The existing CMU structure will be pressure cleaned, receive a new 5/8-inch stucco finish, and be painted to match the building. The proposed sign area measures 9 feet in width by 2 feet 10 inches in height, with an overall monument height of approximately 7 feet. The sign will display the Memorial Healthcare System logo and the words “Imaging Center.”

•                     One wall sign is proposed on the west elevation, above the primary building entrance. The sign will display the Memorial Healthcare System logo and the words “Imaging Center.” The proposed sign measures 19 feet 5 1/2 inches in width by 2 1/4 feet in height, for a total sign area of approximately 39.3 square feet. The plans further identify the Memorial Healthcare System logo portion as approximately 5 feet 6 1/2 inches in width and the “Imaging Center” portion as approximately 13 feet 7 inches in width.

•                     One wall sign is proposed on the south elevation of the building. The sign will display the Memorial Healthcare System logo and measures 5 feet 6 1/2 inches in width by 2 feet 1/4 inches in height, for a total sign area of approximately 11.2 square feet.

 

                     All proposed signage will require separate sign permits and will be reviewed for compliance with applicable City Code requirements as part of the sign permit process.

STAFF RECOMMENDATION:

 

                     Staff has reviewed the proposed changes and finds that the proposal meets code requirements. Staff therefore recommends approval of this application.
