The city may engage in competitive negotiations with responsible offerors determined to be reasonably susceptible of being selected for award for the purpose of clarification to assure full understanding of and conformance to the solicitation requirements. Offerors shall be accorded fair and equal treatment with respect to any opportunity for discussion and revision of offers, and such revisions may be permitted after submissions and prior to award for the purpose of obtaining the best and final offer."

The public notice must include a general description of the project and must indicate how interested consultants may apply for consideration.”

(1) “A “continuing contract” is a contract for any of the following:
a. Professional services entered into in accordance with all the procedures of this act between an agency and a firm whereby the firm provides professional services to the agency for projects in which the estimated construction costs of each individual project under the contract does not exceed $7.5 million. Beginning July 1, 2025, and each July 1 thereafter, the department shall adjust the maximum amount allowed on the preceding June 30 for each individual project in a continuing contract by using the change in the June-to-June Consumer Price Index for All Urban Consumers issued by the Bureau of Labor Statistics of the United States Department of Labor. The department shall publish the adjusted amount on its website;
b. Study activity if the fee for professional services for each individual study under the contract does not exceed $500,000; or
c. Work of a specified nature as outlined in the contract required by the agency, with the contract being for a fixed term or with no time limitation except that the contract must provide a termination clause.
(2) Firms providing professional services under continuing contracts may not be required to bid against one another."
Note - Effective July 1, 2026, the Department of Management Services (DMS) adjusted the maximum estimated construction cost for each individual project under a continuing contract from $7.725 million to $8,021,250, pursuant to Section 287.055(2)(g), Florida Statutes.

SUMMARY EXPLANATION AND BACKGROUND:
1. Fire Station 99 was originally opened in 1996, approximately 30 years ago. The station’s original design is now outdated, as the demographics, operational requirements, and needs of the workforce have evolved significantly over time. The proposed project will develop engineering plans to modernize the station’s interior spaces, upgrade life safety systems, and replace aging components with code-compliant, hurricane-rated assemblies while improving firefighter living accommodations. The proposed work order includes the preparation of complete construction documents, permitting support, and construction administration services throughout the duration of the remodel.
2. On January 21, 2026, the City Commission approved continuing contracts under RFQ #PSPW-23-20 for CCNA professional services, establishing a pool of pre-qualified consultants across multiple disciplines. In accordance with these agreements, staff selected R.E. Chisholm Architects, Inc. from the pre-qualified firms under Trade F - General Architectural Services, based on their qualifications, experience with similar municipal projects, and ability to assemble a multidisciplinary team to support the project.
3. The process outlined in the continuing services agreement requires staff to schedule a scoping meeting with the consultant to further define the project scope, confirm design priorities, and establish a project approach. Staff held the scoping meeting on April 22nd. Based on this effort, R.E. Chisholm Architects, Inc. prepared a detailed proposal to provide full architectural and engineering design services. The scope includes coordination of a multidisciplinary team to deliver construction documents and support the City through permitting and bidding.
4. The proposed work includes full design services for the renovation of Fire Station 99 and the following key objectives:
- Code compliance and life safety
- Hurricane-rated exterior assemblies
- Modern, durable finishes and systems
- Updated firefighter living accommodations
- Functional, updated kitchen, dining, living, and gym spaces
- Integration of electrified hardware and access control
- Minimal disruption to fire station operations during construction
5. The anticipated duration for the design phase is approximately 6-8 months, which includes data collection, design development, permitting and bidding support. Design completion is anticipated in Spring 2027.
6. The total fee for architectural and engineering design services is $131,715, based on the standardized rates established under the City’s CCNA continuing services contracts, and also includes a $750 allowance for reimbursable expenses, as permitted under the Agreement and identified in the proposal under the Compensation section.
7. The estimated construction cost for this project is approximately $1,350,000, which will be refined through the design process and brought forward to the City Commission at a future date for consideration.
8. Staff recommends approval of the Work Order Authorization with R.E. Chisholm Architects, Inc. for Capital Improvement Plan Project - Fire Station 99 Remodel, in the amount not to exceed $131,715.
