SUMMARY EXPLANATION AND BACKGROUND:
1. The Fire Rescue Department cannot legally provide medical services without being under the control and supervision of a Medical Director. Therefore, the Fire Rescue Department has established an agreement for Medical Director Services with Dr. Steven H. Katz, MD, FACEP, which operates under S Katz, Inc., allowing the Fire Rescue Department to provide advanced life support under a licensed physician.
2. Pursuant to Section 35.18(C)(7)(B) of the City’s Code of Ordinance, "Health services involving examination, diagnosis, treatment, prevention, medical consultation or administration" are not subject to the competitive procurement requirement.
3. Dr. Steven H. Katz, MD, FACEP, has filled in for the Fire Rescue Department as Medical Director for six (6) years and has provided the City with quality service.
4. The City is currently under contract with Dr. Steven H. Katz which is set to expire on September 30, 2025, and does not allow for further renewals.
5. The new agreement with S Katz, Inc. for Medical Director Services for the Fire Rescue Department in an amount not to exceed the annual fee of $41,706.08, commences on October 1, 2025 and expires on September 30, 2026, with an option to renew for additional one (1) year term.
6. The Fire Rescue Department recommends City Commission approve the agreement between the City Of Pembroke Pines and S Katz, Inc. for Medical Director Services for the Fire Rescue Department in an amount not to exceed the annual fee of $41,706.08.
