PROCUREMENT PROCESS TAKEN

 

- Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS.”

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

- Section 35.18(C)(6) states that “Cooperative purchasing.  Cooperative purchasing plans are exempt from the competitive procurement process.”

 

- Section 35.21 of the City's Code of Ordinances is regarding "AWARD OF CONTRACT."

 

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission approval.”

 

- Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $100,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

1.The Public Services Department is requesting approval to purchase one (1) T770 T4 Bobcat Compact Track Loader and one (1) 2026 International HX620 Chassis with a 16’ Dump Truck Body, including related equipment and accessories, to support the City's general maintenance, repair, hauling, and operational activities. The equipment will be utilized by Public Services crews to perform essential maintenance and repair work throughout the City and to ensure the continued availability of reliable equipment for daily operations.

 

2. To support operations, pieces of heavy equipment like track loaders and dump trucks are required and shared among various Public Services crews working throughout the City. The proposed purchase is for a replacement track loader skid steer and dump truck.

 

The current skid steer has been in service since 2006 and is currently experiencing mechanical issues that, given the age and overall condition of the equipment, would not be practical to repair. The Fleet & Surplus Division recommends replacement rather than investing additional resources into an aging unit with limited long-term serviceability and increasing difficulty sourcing replacement parts. Replacement with a modern skid steer will provide improved reliability, efficiency, and operational capability.

 

The International HX620 Chassis with the 16’ Dump Truck Body is replacing an end of life dump truck The City originally purchased in 2001. The vehicle is necessary for the hauling and disposal of waste generated in the course of maintenance and repair operations. The Fleet & Surplus division recommends replacement due to the age and condition of the truck.

 

3. On April 6, 2023, Sourcewell entered into contract # 020223-CEC with Clark Equipment Company dba Bobcat Company, now known as Doosan Bobcat North America to provide Medium Duty and Compact Construction Equipment with Related Attachments to Sourcewell and the entities that access Sourcewell's cooperating purchasing contracts, through April 17, 2027. In addition, on July 2, 2024, Sourcewell entered into contract # 032824-NVS with Navistar, Inc. dba International Trucks now known as International Motors, LLC to provide Class 4-8 Chassis and Cabs with Related Equipment, Accessories, and Services to Sourcewell and the entities that access Sourcewell's cooperating purchasing contracts, through July 9, 2028.

 

4. Sourcewell is a local government agency and service cooperative established under the laws of the State of Minnesota pursuant to Minnesota Statutes Section 123A.21. Sourcewell facilitates competitive public solicitation and contract award processes for the benefit of its more than 50,000 participating members throughout the United States and Canada. Sourcewell's cooperative solicitation process is conducted in accordance with applicable Minnesota laws and policies and provides competitively solicited contracts that participating public agencies may utilize to procure equipment, products, and services.

 

5. Doosan Bobcat North America has provided a quote via it’s authorized dealer, Bobcat of Miami, for one (1) T770 T4 Bobcat Compact Track Loader, including associated equipment and accessories, pursuant to Sourcewell Contract # 020223-CEC in the amount of $121,906.42. International Motors, LLC has provided a quote via it’s authorized dealer, Rechtien International Trucks, for one (1) 2026 International HX620 Chassis with a 16’ Dump Truck Body, including associated equipment and accessories, pursuant to Sourcewell Contract # 032824-NVS in the amount of $230,290.07. A summary of the proposed quotes is provided below.

6. The Procurement and Sustainability Department has reviewed the quotes and verified that the proposed purchases comply with the terms, conditions, and pricing established under the applicable Sourcewell contracts.

 

7.  Request Commission approval for the purchase of one (1) T770 T4 Bobcat Compact Track Loader, including associated equipment and accessories, from Doosan Bobcat North America, and one (1) 2026 International HX620 Chassis with a 16’ Dump Truck Body, including associated equipment and accessories, from Rechtien International Trucks, in a total amount not to exceed $352,196.49, inclusive of shipping costs. The purchases will utilize pricing established under Sourcewell Contracts #020223-CEC and #032824-NVS, pursuant to Section 35.18(C)(6) of the City's Code of Ordinances.
