- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."
- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"
- Section 35.18(C)(3) states, "City Standard, single-source and sole-source commodities or services. City standard, single-source and sole-source commodities or services are exempt from competitive bidding."
- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."
- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission approval."

SUMMARY EXPLANATION AND BACKGROUND:.
1. On August 6, 2025, City Commission passed Resolution No. 3922 authorizing execution of the Memorandum of Agreement (MOA) for participating in City of Miami's “Urban Area Security Initiative” (UASI) Grant.
2. The Police Department was allocated $46,400 from UASI for the purchase of Covert/ Surveillance Enhancements to include cameras and would like to use the funds towards the purchase of the Covert Pole Camera Systems, a Vehicle Deployment Drop Car Kit, and the accompanying products and accessories.
3. The Police Department obtained a quote from Obsidian Integration LLC, for three (3) Covert System Builder Kits at $1,395 each, totaling $4,185, and an additional $10,342 for the associated parts and shipping and handling for a total of $14,527. Obsidian Integration, LLC, is the sole manufacturer of the products and its technologies are proprietary.
4. In February 2025, the Police Department purchased other covert system builder kits and associated parts from Obsidian Integration LLC and would like to maintain uniformity in their equipment. These covert camera systems play a crucial role in the Police Department’s efforts to prevent, detect, and respond to threats to citizen safety. These cameras can be placed in various locations to gather intelligence, monitor suspicious activities, and assist in preemptive actions, ultimately enhancing public safety. Purchasing this equipment will allow the Police Department to discreetly gather critical information and evidence for law enforcement purposes and to utilize this information to protect against future threats.
5. The Police Department also obtained a quote from Saul Mineroff Electronics, Inc. for one (1) Vehicle Deployment Drop Car Kit totaling $10,611, which includes shipping and handling.
6. Saul Mineroff Electronics, Inc. also provided a separate quote for accessories to support the covert surveillance camera system, including Fiber Marker Concealment, WiFi Wireless Concealment Fire Strobe, Customized Covert DVR Ball Cap, Customized Covert Beanie Cap DVR, and Professional Grade S21 Plus Smartphone Recorder, totaling $19,423. The products in both quotes from are manufactured and sold exclusively by Saul Mineroff Electronics, Inc.
7. Request commission approve the sole source purchase of three (3) covert pole camera systems and associated accessories from Obsidian Integration LLC, in the amount not to exceed $14,527 and sole source purchase of vehicle drop kit and associated accessories from Saul Mineroff Electronics, Inc., in the amount not to exceed $30,034, utilizing Urban Area Security Initiative (UASI) grant funds, pursuant to Section 35.18(C)(3) of the City’s Code Of Ordinances.
