Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  The Utilities and Public Services Departments received an application for potable water and wastewater service from 6903 Hancock Road Lending LLC, a Limited Liability Company with a mailing address of 701 Brickell Avenue, Floor 17, Miami, Florida 33131 (hereinafter referred to as “OWNER”).  The property to be served is approximately 2 acres in size and directly north of the Abundant Living Ministries Church at the northwest corner of Hancock Road and Old Sheridan Street.

 

2.  The City of Pembroke Pines owns existing infrastructure with adequate capacity for connection and to provide potable and wastewater service to this single dwelling unit. The site will discharge to Sewer Lift Station No. 73 and receive water service from the existing 16-inch diameter water main directly adjacent to the parcel at 6903 Hancock Road.

 

3.  The OWNER shall apply for the required engineering permit to extend water and sewer service from the City of Pembroke Pines' systems, pay all necessary connection fees and all applicable utility service costs for deposit, base charges and ongoing consumption.  The OWNER has completed an engineering permit application and is committing to adhere to all of the City of Pembroke Pines' established terms and conditions within the Water and Wastewater Service Agreement, and OWNER has obtained the Town of Southwest Ranches' prior authorization for Pembroke Pines to provide these services.

 

4.  The applicable connection fee for water will cost $3,593.65 for the single Equivalent Residential Connection (ERC) for 300 gallons per day of estimated demand.  The applicable connection fee for wastewater is $4,287.18 for the single ERC based on the same flow demand as will be measured through the water meter on a monthly basis from the current Utility Rate Structure for Fiscal Year 2025-26 (effective October 1, 2025).

 

5.  The Town of Southwest Ranches Resolution No. 2025-084 formally grants to the TOWN’s Consent to the Owner to receive water and sewer services from the City on the Property.

 

6.  Section 50.1 through 50.4 of the City’s Code of Ordinances authorize the City to provide water distribution service outside of the City’s municipal boundaries, subject to Ch. 180, F.S., and the terms and conditions set forth in the City Code.

 

7.  Section 180.19, F.S., authorizes a municipality to provide water and/or wastewater service outside of its corporate limits and in another municipality subject to the terms and conditions as may be agreed upon between such municipalities and the owner of the property receiving such service and set forth in a written agreement.

 

8.  Staff recommends the City Commission adopt Proposed Resolution No. 2025-R-48.
