PROCUREMENT PROCESS TAKEN:

- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

- Section 35.18(C)(2) states, “Professional services. Contracts for professional services involving peculiar skill, ability, experience or expertise, which are in their nature unique and not subject to competitive bidding, or competitive proposals, are exempt from this section; however, state laws, such as the Consultants' Competitive Negotiation Act of the state statutes, as may be amended from time to time to the extent applicable, shall be followed.”

SUMMARY EXPLANATION AND BACKGROUND:

 

1. The fire department has used EMPCO Inc. to develop promotional exams since 2007 and has been satisfied with the quality of its products.

 

2.  EMPCO Inc., incorporated in 1985 and located in Troy, MI., specializes in employment relations, focusing on promotional assessments for public safety and municipal positions. They conduct assessment centers, oral boards and written examinations for hundreds of agencies across the United States.

 

3.  Before developing any assessment, EMPCO conducts a comprehensive job analysis. This involves a thorough evaluation of the job description, meets with subject matter experts and individuals who have a comprehensive understanding of the job requirements.

 

4.  Due to anticipated retirements, staffing needs, and to meet contractual obligations, the Fire Department plans to administer four (4) promotional exams in FY25.

 

5.  The fire department recommends the City Commission approve the proposals from EMPCO Inc. to the City of Pembroke Pines Fire Department, to provide exams for the ranks of Captain, Battalion Chief, Driver/Engineer and Lieutenant, for an annual amount not to exceed $31,100, pursuant to Section 35.18(C)(2) of the City's Code of Ordinances.
