PROPOSED RESOLUTION NO. 2026-R-26 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA; APPROVING THE POTABLE WATER SERVICES AGREEMENT WITH LUIS O. BELLMAS AND SIMONE BELLMAS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE POTABLE WATER SERVICES AGREEMENT WITH LUIS O. BELLMAS AND SIMONE BELLMAS, AS OWNER OF THE RESIDENTIAL PROPERTY LOCATED AT 6821 HANCOCK ROAD, IN THE TOWN OF SOUTHWEST RANCHES; PROVIDING FOR RECORDATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. Luis O. and Simone Bellmas ("Owners") of real property address 6821 Hancock Road, Southwest Ranches, FL 33330-3532, has requested potable water service from the City of Pembroke Pines. The parcel has a single family dwelling that has a Equivalent Residential Unit (ERU) of one (1) and is approximately 1.73 acres. The average water usage per day is 300 gallons.
2. The City of Pembroke Pines owns and maintains a 16-inch diameter water main extended north of Old Sheridan St., which will soon be extended at 8-inch diameter from that point north along Hancock Road, and then west to the vicinity of 14251 Mustang Trail which is immediately to the west of the Owner's property.
3. On August 27, 2026, the Owners secured the Town of Southwest Ranches' Council approval to obtain potable water service for their property from the City of Pembroke Pines (Resolution No. 2026-064).
4. The service agreement will require the Owners to apply for and obtain the necessary engineering and plumbing permits from the Town of Southwest Ranches and complete the Utility Service Application from the City of Pembroke Pines Utilities Department prior to services being received.
5. The Owners will also be required to pay a new residential connection fee of $3,771.90 in accordance with the City's rate structure.
6. It is estimated that each residential unit (ERU) for water service will consume approximately 300 gallons per day, and estimates of the monthly revenue generated from this account would be based on the base and consumption charges applied to this residential unit on an annual basis, or 300 x 30.4 days/month = 9,120 gallons per month. The first 3,000 gallons of water consumed at a residential property in Pembroke Pines will generate an estimated base facility charge equal to $22.18 plus an additional 6.12 kgal x $8.62 (per 1,000 gallons over the initial 3,000 gallons) = $52.75/month, or a total of $22.18 + $52.75 = $74.92 x 1.25 surcharge = $93.66.
7. Additionally, each October 1st, the City of Pembroke Pines adjusts its water and wastewater rates relative to the water and sewer index as reported in the US Bureau of Labor Statistics.
