MOTION TO ADOPT PROPOSED RESOLUTION NO. 2026-R-23.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA APPROVING THE AMENDED LOCAL HOUSING ASSISTANCE PLAN FOR FISCAL YEARS 2025-2028; AUTHORIZING AND DIRECTING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ANY NECESSARY DOCUMENTS AND CERTIFICATIONS REQUIRED BY THE STATE; AUTHORIZING THE SUBMISSION OF THE LOCAL HOUSING ASSISTANCE PLAN FOR REVIEW AND APPROVAL BY THE FLORIDA HOUSING FINANCE CORPORATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The State Housing Initiatives Partnership (SHIP) Program was created pursuant to the William E. Sadowski Affordable Housing Act for the purpose of expanding the production and preservation of affordable housing for very low-, low-, and moderate-income households.
2. The City of Pembroke Pines participates in the SHIP Program and administers SHIP funds in accordance with Sections 420.907-420.9079, Florida Statutes, Chapter 67-37, Florida Administrative Code, and the City's Local Housing Assistance Plan (LHAP).
3. The City Commission adopted the Local Housing Assistance Plan for Fiscal Years 2025-2026, 2026-2027, and 2027-2028 via Resolution No. 3901.
4. Senate Bill 594 (2026) amended the SHIP program requirements relating to manufactured housing and requires local governments to include a manufactured housing strategy in their LHAP.
5. The Manufactured Housing Strategy is required to address assistance for manufactured/mobile homeowners and tenants, including relocation assistance for persons displaced due to the closure of a mobile home park, lot rental assistance for eligible manufactured/mobile homeowners for a period not to exceed six months, and rehabilitation and emergency repair assistance for eligible manufactured homes.
6. In response to the statutory changes enacted by Senate Bill 594, City staff has prepared an amendment to the City's LHAP to add a Manufactured Housing Strategy (New: Strategy G - Page 19, 20) addressing the Statutory requirements.
7. The Manufactured Housing Strategy will provide assistance through relocation assistance, lot rental assistance, and rehabilitation/emergency repair assistance, subject to the eligibility requirements, maximum award amounts, terms, and other conditions established in the amended LHAP.
8. The amendment does not replace the City's existing LHAP strategies but adds the Manufactured Housing Strategy to the City's existing Local Housing Assistance Plan for Fiscal Years 2025-2026 through 2027-2028.
9. The Manufactured Housing Strategy will be added to the City's LHAP; however, no SHIP funds will be allocated to the strategy at this time.
10. The amended LHAP will be submitted to the Florida Housing Finance Corporation (FHFC) for review and approval in accordance with SHIP requirements. Any modifications required by FHFC as part of its review will be incorporated as appropriate.
11. Administration and staff recommends adopting proposed Resolution No. 2026-R-23 approving the amendment to the City's Local Housing Assistance Plan to add the Manufactured Housing Strategy and authorizing its submission to the Florida Housing Finance Corporation for review and approval.
