SUMMARY EXPLANATION AND BACKGROUND:
1. The Fire Department has used EMPCO Inc. to develop promotional exams since 2007 and has been satisfied with the quality of its products.
2. EMPCO Inc., specializes in employment relations, focusing on promotional assessments for public safety and municipal positions. EMPCO Inc. conduct assessment centers, oral boards and written examinations for hundreds of agencies across the United States.
3. EMPCO Inc. provide customized examinations that are in compliance with the requirements and legal standards for each position. The development of each examination includes a comprehensive job analysis and assessment by a subject matter expert.
4. Due to anticipated retirements, staffing needs, and to meet contractual obligations, the Fire Department plans to administer four (4) promotional exams in FY2025-26 for the ranks of Battalion Chief, Captain, Lieutenant, and Driver/Engineer.
5. The Fire Department recommends the City Commission approve the purchase of the promotional examinations from EMPCO Inc. in an amount not to exceed $31,100, pursuant to Section 35.18(C)(2) of the City's Code of Ordinances.
