MOTION TO APPROVE A WORK ORDER AUTHORIZATION WITH CTS ENGINEERING, INC. FOR PROFESSIONAL ENGINEERING AND SURVEYING SERVICES FOR STRATEGIC PLAN PROJECT REC13 - BEN FIORENDINO PARK PEDESTRIAN PATHWAY IMPROVEMENTS IN THE AMOUNT OF $151,870.

SUMMARY EXPLANATION AND BACKGROUND:
1. On December 4, 2024, the City Commission adopted the Strategic Plan titled “We Love Pembroke Pines: A Blueprint for a Brighter Future.” The Strategic Plan identified investments in parks, public spaces, accessibility improvements, and pedestrian connectivity intended to improve quality of life, accessibility, and overall usability of public recreational facilities throughout the City. As part of the Strategic Plan implementation, Ben Fiorendino Park Pedestrian Pathway Improvements was identified as a priority project to improve pedestrian accessibility, walkability, and connectivity within the park and to the surrounding sidewalk network.
2. On October 15, 2025, the City Commission approved funding for Year One Strategic Plan Recreation Projects, which included funding for the design and construction of the Ben Fiorendino Park Pedestrian Pathway Improvements Project.
3. On January 21, 2026, the City Commission approved continuing contracts under RFQ #PSPW-23-20 for CCNA professional services, establishing a pool of pre-qualified consultants across multiple disciplines. In accordance with these agreements, staff selected CTS Engineering, Inc. from the pre-qualified firms under Trade A - General Civil and Environmental Engineering Services based on the firm’s qualifications, experience with pedestrian accessibility and pathway improvement projects, and ability to provide the multidisciplinary services required for this project.
4. The process outlined in the continuing services agreement requires staff to schedule a scoping meeting with the consultant to further define the project scope, confirm design priorities, and establish a project approach. Staff held the scoping meeting on March 26, 2026. Based on this effort, CTS Engineering, Inc. prepared a detailed proposal to provide professional engineering and surveying services necessary to complete the project design, permitting support, procurement assistance, and limited construction administration services.
5. The proposed project is intended to improve pedestrian accessibility, ADA compliance, walkability, and connectivity throughout Ben Fiorendino Park by creating continuous pedestrian pathways connecting the park to the surrounding sidewalk network. The proposed professional services include surveying, engineering design, project management, planning, permitting assistance, procurement support, and limited construction administration services associated with the proposed pathway improvements. Specific project tasks include:
- Site data collection and topographic surveying
- Development of pathway alignments and ADA-compliant pedestrian connections
- Evaluation of drainage conditions and utility conflicts
- Preparation of conceptual layouts, 60% plans, and final construction documents
- Development of probable construction cost estimates
- Coordination with South Broward Drainage District permitting requirements
- Bid and procurement support services
The project design will also evaluate pathway surface types, drainage impacts, tree conflicts, and pedestrian connectivity improvements to develop a practical and durable long-term solution for park users.
6. The anticipated duration for the design, permitting, and procurement support phase is approximately 8 to 10 months, subject to permitting review timelines and coordination with related drainage improvement projects.
7. The total fee for professional engineering and surveying services is $151,870, which includes consultant services and reimbursable expenses outlined in the proposal. The proposal is fully funded within the approved Year One Strategic Plan Recreation budget for this project.
8. The consultant’s opinion of probable construction cost for the proposed improvements is approximately $250,000. Final construction costs will be refined through the design process and presented to the City Commission at a future date for consideration.
9. This project supports the following Strategic Plan goal and strategy under the “Public Spaces, Community Aesthetics, and Quality of Life” Strategic Focus Area:
Goal #1: Enhance the quality, accessibility, and diversity of parks and recreational facilities to promote health and well-being among residents.
Strategy #1: Upgrade existing parks and facilities, develop new recreational spaces, acquire parcels for open or passive space and expand recreational programs.
The proposed pathway improvements support this strategy by improving accessibility and connectivity within the park to enhance the overall user experience.
10. On June 17, 2026, the City Commission deferred this item and directed City Administration to provide the Commission with concept drawings of the proposed sidewalk alignment and return the item for consideration on August 5, 2026.
11. On June 24, 2026, City Administration emailed the concept drawings and related project information to the City Commission. A copy of the email and attachments is included as Exhibit #3 to this agenda item.
12. Also on June 24, 2026, City Administration discussed the project with the Cedarwoods HOA President and provided him with the concept drawings and related information. The HOA President invited City Administration to present and discuss the project at an upcoming HOA Board meeting.
13. On July 16, 2026, City Administration attended the Cedarwoods HOA Board meeting and presented the project to the Board and residents in attendance. Most residents expressed support for the proposed sidewalk and offered suggestions for designing it in a manner that would discourage access by individuals who do not reside in Cedarwoods. The Cedarwoods HOA President also expressed support for the project.
14. Staff recommends approval of the Work Order Authorization with CTS Engineering, Inc. for Strategic Plan Project REC13 - Ben Fiorendino Park Pedestrian Pathway Improvements, in the amount of $151,870.
