MOTION TO APPROVE THE NEGOTIATED GRANT ADMINISTRATION AGREEMENT FOR RFQ #PL-25-01 “GRANT ADMINISTRATION FOR COMMUNITY REDEVELOPMENT PROJECTS” BETWEEN THE CITY OF PEMBROKE PINES AND COMMUNITY REDEVELOPMENT ASSOCIATES OF FLORIDA, INC.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1. On October 15th, 2025, the City Commission authorized the advertisement of RFQ # PL-25-01 “Grant Administration for Community Redevelopment Projects” which was advertised on October 21st, 2025.

 

2. On November 18th, 2025, the City received and opened six (6) proposals, listed in the order of receipt:

Community Redevelopment Associates of FL. Inc.

iLab Startup Foundation

Hillmann Development Advisors

Housing Foundation of America, Inc.

AG Urban LLC

 

3. On May 6th, 2026, the City Commission awarded RFQ # PL-25-01 to Community Redevelopment Associates of Florida, Inc. and authorized the City Manager to negotiate a contract for grant administration services.

 

4. Community Redevelopment Associates of Florida, Inc will be compensated through grant administration fees.  Below are the program administrative fees as a percentage of total award:

SHIP                                                10%                   

NSP                                                  10%                 

 

5. In addition to general administration fees, Community Redevelopment Associates of Florida, Inc. may be compensated the following administrative fees in the case that the City generates any program income.

6. Grant awards for these programs change from year to year.

 

7. The proposed grant administration contract is for an initial three (3) year period with two (2) additional one-year renewal terms. The costs are 100% Federally or State Funded with no cost to the City.

 

8. Recommend the Commission approve the contract for RFQ #PL-25-01 “Grant Administration for Community Redevelopment Projects” with Community Redevelopment Associates of Florida, Inc.

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
