SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines Planning and Public Services Departments have been working with the community of Pines Village since 2017 to address crime prevention and traffic concerns such as speeding.
2. A series of projects were completed and traffic counts for the numerous intersections and entry roads to the community were collected. The Planning and Public Services Departments identified a series of potential road projects that could be implemented to address the traffic concerns of the community. Among the projects under consideration is the installation of traffic circles and road diets (roadway narrowing) to certain streets within the Pines Village Community.
3. City Staff previously presented the traffic circle and road diet locations to the City Commission as well as three presentations to the Pines Village Group. The City is proposing a project that will provide traffic calming measures consisting of two traffic circles at SW 68 Boulevard & SW 6 Street and at SW 9th Street & SW 71st Avenue and two road diet at SW 6th Street between SW 70th Terrace & SW 71st Avenue and at SW 64th Way & SW 3rd Street.
4. The City researched similar projects implemented by other municipalities which the City could use as a reference and that have established contracts that could be piggybacked.
5. On September 17, 2024, the City of South Miami entered into an agreement with V Engineering Corp., pursuant to the award of ITB # PW2024-06, entitled “Construction of Traffic Circles at Various locations in the City of South Miami”. The project is similar in scope to the needs of Pembroke Pines and has line-item pricing that can be used for our purposes.
6. The Public Services Dept. solicited a proposal from V Engineering Corp. for the proposed calming measure. V Engineering Corp. provided a proposal for an amount not to exceed $663,338.92 based on the estimated work needed for traffic circles and road diets.
7. Request Commission to approve the agreement with V Engineering Corp., to provide the construction of traffic calming measures at Pines Village, utilizing pricing established by the City of South Miami’s ITB # PW2024-06, not to exceed $742,939.59 which includes A 10% contingency in the amount of $66,333.89 and a payment and performance bond In the amount of $13,266.78 pursuant to Section 35.18(C)(5) of the City’s Code of Ordinances.
