Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 19, 2019, the City Commission authorized the advertisement of PSEN-19-05 “Senior Center Parking Lot Improvements”, which was advertised on June 25, 2019.

 

2.  The purpose of this solicitation was to make modifications to provide additional parking spaces in the parking lot, and to construct additional offsite parking spaces within NW 103rd Avenue between existing access driveways along the street frontage of the Senior Center campus.

 

3.  On August 6, 2019, the City opened four (4) proposals from the following vendors:

4.  During the solicitation question and answer period, vendors inquired about the total area for sealcoating and striping of the parking lot.  As a result, the City updated the solicitation with an addendum to require vendors to provide a separate line item for price per square foot for sealcoating and price per linear foot for striping for the existing areas not being modified.

 

5.  Florida Blacktop Inc. provided the lowest bid, but did not include the separate line item for price per square foot for sealcoating and price per linear foot for striping as per the addendum. The vendor was contacted and it was confirmed that they did not include the sealcoating and striping prices in their total cost. As a result, the vendor was deemed non-responsive.

 

6.  The Engineering Division has reviewed the remaining proposals and has deemed Miguel Lopez Jr Inc. to be the most responsive/responsible bidder.

 

7.  In addition, Miguel Lopez Jr Inc. has also completed the Equal Benefits Certification Form and has stated that the "Contractor currently complies with the requirements of this section."

 

8.  The Engineering Division would like to add a 10% owner’s contingency to the project to cover any additional services needed, along with a 2% permit allowance in the amount of  $3,129.59, and an allowance of $75,000 for sealing and striping of the existing areas not being modified which will increase the total cost from $156,479.51 to $250,257.06. 

 

9.  The City Commission at the June 20, 2018 meeting approved the CDBG Action plan (2018-2019) through resolution #3605 which programmed up to $300,000 in grant funds toward the Senior Center parking lot improvements contemplated for this project.

 

10. Request Commission to award PSEN-19-05 “Senior Center Parking Lot Improvements” to the most responsive/responsible bidder, Miguel Lopez Jr Inc. in the amount not to exceed $250,257.06, which includes a 10% owner’s contingency in the amount of $15,647.95, a 2% permit allowance in the amount of $3,129.59, and a sealing and striping allowance in the amount of $75,000.
