(B) MOTION TO APPROVE THE 13TH AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH CALVIN GIORDANO AND ASSOCIATES, EXTENDING THE AGREEMENT FOR AN ADDITIONAL SIX MONTHS, FROM JUNE 30, 2026 TO DECEMBER 31, 2026.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. On December 11, 2025, the City Manager approved the Twelfth Amendment to the Professional Services Agreement between the City of Pembroke Pines and Calvin, Giordano and Associates, Inc. for Building Department Services, extending the agreement through June 30, 2026. 

 

2. On March 31, 2026, the City Commission conducted a workshop to review and discuss the proposed procurement process and draft solicitation documents for Building Department Services.

 

3. During the workshop, Administration presented the draft solicitation package and received direction and feedback from the City Commission regarding the proposed scope of services, staffing requirements, and related provisions.

 

4. Administration has revised the solicitation package to incorporate the City Commission’s comments and recommendations received during the workshop.

 

5. During the workshop, it was also discussed that there would be a need for an additional extension of the current agreement to allow sufficient time to complete the procurement process. The proposed Thirteenth Amendment includes additional transition provisions to facilitate an orderly transfer of services should the City ultimately select a successor entity.

 

6. Based on the proposed procurement schedule, Administration anticipates presenting a recommended agreement for Building Department Services to the City Commission for consideration during the fourth quarter of 2026.

 

7. Administration requests the City Commission to approve the advertisement of the RFP # AD-26-01 "Operation and Management of the Building Department" and to also approve the 13th Amendment to the Professional Services Agreement for Building Department Services with Calvin, Giordano and Associates, Inc., extending the current agreement through December 31, 2026, in order to provide continuity of service while completing the new procurement process for building department services.

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  This contract is based on a % of revenues; the City retains 11.5% of permit revenues and CGA receives 88.5% for operations.

b)   Amount budgeted for this item in Account No: Not Applicable.

c)   Source of funding for difference, if not fully budgeted: Not Applicable.

d)   5 year projection of the operational cost of the project: Currently CGA receives 88.5% of permit fees and pays the City rent, utilities and an administrative fee that covers software programs and administrative staff.
