PROPOSED RESOLUTION NO. 2026-R-07 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING THE CITY’S ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) PROGRAM YEAR 2026; DIRECTING THE CITY MANAGER TO SUBMIT THE ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, INCLUDING ANY AMENDMENTS THERETO, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL REQUIRED DOCUMENTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program and anticipates receiving an estimated $1,070,664 in Program Year (PY) 2026, which begins October 1, 2026, and ends September 30, 2027.
2. Notice of the estimated Program Year 2026 allocation was published on May 10, 2026, in accordance with HUD noticing requirements. This publication followed receipt of the Fiscal Year 2026 HUD Community Planning and Development (CPD) formula grant allocation letter dated April 8, 2026.
3. The City develops an annual Action Plan that addresses the housing and community development needs identified in its Five-Year Consolidated Plan and principally benefits low- and moderate-income households. The following activities are proposed for Program Year 2026:
Residential Rehabilitation (Minor Home Repair / Sewer) - $348,032.00
Provides home repair assistance to income-eligible homeowners facing conditions that pose a threat to health, safety, and welfare. This strategy will be implemented citywide. This activity is eligible under 24 CFR 570.202(a) and meets the national objective under 24 CFR 570.208(a)(3) Housing Activities.
Public Service (Senior Transportation) - $160,599.00
Supports the City’s Senior Transportation Program, which provides free transportation to seniors to medical appointments, governmental services, therapeutic trips, and shopping. Eligible under 24 CFR 570.201(e) and meets the national objective under 24 CFR 570.208(a)(2) for Limited Clientele Activities.
Public Facilities & Improvements (SWFP Senior Center/Senior Residences/Parks)- $347,900.00
Supports improvements to public facilities, parks and community centers serving low- and moderate-income households. Activities may include acquisition, construction, reconstruction, rehabilitation or installation of public facilities and improvements. Eligible under 24 CFR 570.201(c) and meets the national objective under 24 CFR 570.208(a)(1) Area Benefit Activities.
Program Administration - $214,133.00
Supports the general management, oversight, and coordination of CDBG programs including fair housing services in accordance with the Fair Housing Act (42 U.S.C. 3601-3620). Eligible under 24 CFR 570.206(a).
The City Housing Program Administrator, Community Redevelopment Associates of Florida (CRAFLA), will be allocated $160,600. The remaining $53,533 will be budgeted for advertising, legal fees, and other eligible program administration expenses.
4. Administration recommends the City Commission adopt proposed Resolution No. 2026-R-07.
