MOTION TO APPROVE THE PURCHASE OF EMERGENCY VEHICLE WARNING EQUIPMENT PACKAGES, RELATED ACCESSORIES, AND VEHICLE GRAPHICS FOR POLICE DEPARTMENT VEHICLES FROM SHYFT GROUP UPFIT SERVICES, INC., DBA STROBES-R-US, FOR A TOTAL AMOUNT NOT TO EXCEED $1,315,165.68, UTILIZING THE BROWARD SHERIFF’S OFFICE (BSO) BID RLI #23004AP, PURSUANT TO SECTION 35.18(C) OF THE CITY’S CODE OF ORDINANCES.

PROCUREMENT PROCESS TAKEN:
- Chapter 35 of the City’s Code of Ordinance is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”
- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."
- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"
- Section 35.18(C)(5) states that, "Utilization of other governmental agencies' contracts. Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States Government, are exempt from this section, provided, however, that this division shall apply only if the contract expressly permits or if the awarding jurisdiction and/or the vendor agree to allow the city to purchase therefrom and if either: (i) the commodities or services are the subject of a price schedule negotiated by the state or federal government or by competitive bid by another governmental agency and not on any preference; (ii) or the price offered for the commodity or service exactly equals or is lower than the governmental contract from vendors awarded the governmental contract. Where an award is made pursuant to this paragraph, the terms and conditions agreeable to the City may be used in lieu of those terms and conditions of the contract with the other governmental agency."

Purchases of and contracts for commodities or services are exempt from this section when the City Commission declares by a simple majority affirmative vote that the process of competitive bidding and competitive proposals is not in the best interest of the city. The City Commission shall make specific factual findings that support its determination, and such contracts may be placed on the City Commission consent agenda."

SUMMARY EXPLANATION AND BACKGROUND:
1. The Police Department's budget include funding for the purchase of emergency vehicle warning equipment for approximately 95 Department vehicles to support operational requirements.
Per-unit pricing by vehicle type is provided to allow the Police Department flexibility to modify the vehicle conversion mix based on operational needs and vehicle availability, provided that the total purchase does not exceed the approved amount.
2. The Police Department is requesting to purchase emergency vehicle warning equipment and related accessories utilizing Broward County Sheriff’s Office’s, (BSO)’s, BID # RLI #23004AP agreement with Shyft Group Upfit Services, Inc., d/b/a Strobes-R-Us for emergency equipment for vehicles.
3. On June 5, 2023, BSO entered into an agreement with Strobes-R-Us, Inc. for installation and/or repair of Vehicle Emergency Equipment for Public Safety Vehicles. The initial term of the agreement was for a three-year period expiring on June 8, 2026, with two one-year renewal options.
4. On February 26, 2026, BSO and Strobes-R-Us executed the First Amendment to extend the agreement for an additional one-year period, beginning June 9, 2026, and ending June 8, 2027, under the same terms and conditions, including the applicable pricing schedules and discounts.
5. The requested vehicle packages also include vehicle graphics and certain miscellaneous parts and electrical components that are necessary to complete the vehicle upfitting but are not included under BSO RLI No. 23004AP. These non-contract items total $93,751.92 and are included in the vendor’s quotations and detailed below.
The Police Department has historically obtained vehicle graphics from Graphic Designs International, Inc. (“GDI”), which coordinates with Strobes-R-Us to perform the graphics installation at the Strobes-R-Us facility. Completing the equipment installation and vehicle graphics at the same location streamlines the upfitting process and allows the vehicles to be placed into service more efficiently. Accordingly, the Police Department is requesting that the City Commission approve the non-contract items under the “Best Interest of the City” exemption provided in Section 35.18(C)(8) of the City’s Code of Ordinances.

8. The Police Department would like to purchase the non-contract Items and vehicle graphics utilizing the "Best Interest of the City" exemption.
9. Below are the factual findings:
- Strobes-R-Us currently works with Graphic Designs International, Inc. (GDI) to provide vehicle graphics for various agencies while at the Strobes-R-Us site.
- The graphics will be done on-site at Strobe-R-Us in conjunction with the emergency warning equipment in order to streamline the process of getting the vehicles ready for service for the Police Department.
- The Police Department is requesting to purchase the additional items from Strobes-R-Us, in order to have all of the necessary equipment and graphics completed at one time and location so that the vehicles can be placed in service in a timely and efficient manner.
- The Police Department have utilized Strobes-R-Us in the past to perform these services and were satisfied with the quality and outcome.
- The cost of the items not included in the Broward County Sheriff's Office (BSO) package totals $93,751.92 for the entire order.
- The non-contract items represent approximately 7% of the total order value, which is consistent with purchases made in previous years.
- Strobes-R-Us applied available manufacturer discounts to select line items and provided additional price reductions where possible. In addition, certain items were bundled to maximize the overall discount offered to the City.
10. Request Commission to approve the purchase of emergency vehicle warning equipment packages, related accessories, and vehicle graphics for Police Department vehicles from Shyft Group Upfit Services, Inc., d/b/a Strobes-R-Us, for a total amount not to exceed $1,315,165.68, utilizing the Broward Sheriff’s Office’s (BSO)’s BID RLI #23004AP, pursuant to Section 35.18(C)(5) of the City’s Code of Ordinances.
