MOTION TO APPROVE THE 2024-2025 PEMBROKE PINES CHARTER SCHOOLS (PPCS) FLORIDA SCHOOL SAFETY RISK ASSESSMENT TOOL (FSSAT), 2024-2025 FSU/FSUS DISTRICT FSSAT BEST PRACTICES, UPDATED K-12 THREAT MANAGEMENT POLICY, UPDATED SAFER SPACES POLICY, UPDATED VISITOR INTRUDER CONTROL POLICY, AND TO APPLY AND RECEIVE THE 2024-2025 SCHOOL HARDENING GRANT.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026). The legislation outlined significant reforms to ensure safety within Florida schools. In 2019, Florida Legislature signed into law SB7030, Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB7030 builds upon the school safety and security foundation established in SB7026 by addressing school safety recommendations and strengthening accountability and compliance oversight authority from school year 2019 and subsequent years thereafter.

 

2. In accordance with SB7026 and SB7030, schools are required to have set policies which address school safety. Thus far, City Commission has previously approved the Active Assailant Threat Procedures, Safer Spaces policies, Threat Assessment policies, Visitor Intruder Control policy, PPCS K-12 Reunification policy, Notification of Involuntary Examination policy, the annual Mental Health Plans and Mental Health Audit documentation.

 

3. In addition, charter schools and school districts are required to annually update the Florida School Safety Risk Assessment Tool (FSSAT) informing the Florida Department of Education on their progress regarding school hardening, safety procedures and community resources. This is done in consultation with the local police and fire agencies.

 

4. The Pembroke Pines Charter School Safety Specialist, in collaboration with the City of Pembroke Pines Emergency Director, Police and Fire agencies, as well as school and City leadership, have updated the Pembroke Pines Charter Schools (PPCS) Florida School Safety Risk Assessment Tool (FSSAT), 2024-2025 FSU/FSUS District FSSAT Best Practices, K-12 Threat Management Policy Safer Spaces Policy, and Visitor Intruder Control Policy. These policies are to be reviewed in a closed-door session prior to Commission approval.

 

5. Furthermore, SB 7026 authorized the implementation of the School Hardening Grant, a grant program that provides capital outlay funds to improve the physical security of school buildings. The nonrecurring School Hardening Grant funds are provided through the Florida General Appropriations Act, SB 2500. Charter schools and school districts receive their share of funds upon their completion of the annual FSSAT. Based on the charter school’s capital outlay full-time equivalent (FTE) students, the charter schools are eligible to receive the following in estimated grant funds for school year 2024-25:

Location 5121- Academic Village

 $   32,609.34

Location 0351- FSU Elementary *

 $   42,000.00

Estimated Total $ 123,698.80

 

*The FSU sponsored Elementary School is categorized as its own district, hence receiving the base allocation of $42,000. The School Board of Broward County (SBBC) sponsored Charter Schools receive a portion of the SBBC’s 2024-2025 allocation, based on its FTE proportion.

 

6. Recommend the City Commission approve the 2024-25 Pembroke Pines Charter Schools (PPCS) Florida School Safety Risk Assessment Tool (FSSAT), 2024-2025 FSU/FSUS District FSSAT Best Practices, updated K-12 Threat Management Policy, updated Safer Spaces Policy, updated Visitor Intruder Control Policy and to apply and receive the 2024-25 School Hardening Grant.

 

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a) Initial Cost:  If approved, the City of Pembroke Pines Charter Schools would receive approximately $123,698.80 in grant revenue allocation to be utilized for allowable capital expenditures toward the physical security of the charter school facilities.

b) Amount budgeted for this item in Account No: If approved, a budget adjustment will be completed to increase the charter school Safety & Security School Building revenue budget accounts and the applicable charter school expenditure budget accounts.

c) Source of funding for difference, if not fully budgeted: Not Applicable.

d) 5 year projection of the operational cost of the project: Not Applicable.

FEASIBILITY REVIEW:

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
