MOTION TO ADOPT PROPOSED RESOLUTION 2024-R-22.

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  On January 5, 2022, with Proposed Resolution 2022-R-01 with Resolution No. 3785 the application to Florida Department of Transportation for FFY2023/YR48 was submitted.  The purpose of this application was to request funds for the purchase of two (2) buses with cameras, GPS Tracker System and mobile radios and passed on February 2, 2022.

 

2.  Due to the onset of the COVID pandemic in March of 2020, all production was halted for an undetermined amount of time, therefore no awards were granted.

 

3. On August 11, 2023, FDOT informed Southwest Focal Point via email, that all funding was reactivated and requested a new vehicle order to be submitted by August 18, 2023, due to the prices being affected due to the supply chain issues. 

 

4. On May 4, 2024, FDOT forwarded a Public Transportation Grant Agreement (PTGA) draft for FFY23 in the amount of $387.809.00.

 

5. Total funds are distributed as follows:

                     $310,246.00  Estimated 80%  Federal Share

                     $38,779.00                     Estimated 10%  State Share

                     $38,784.00                     Estimated 10%  Local Share

                     $387,809.00  Total Award

 

6. The City's 10% contribution ($38,784) will be generated from a General Funds Transfer.

 

7.  Requesting Commission approval to adopt the proposed Resolution 2024-R-22.

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  $38,784.00 transfer from General Fund 128-000-8001-381020-0000-000-0000.

b)   Amount budgeted for this item in Account No: If and when the grant is awarded, a budget will be recorded in Fund 128-544-8001-664003-0000-000-0000-05310 Vehicle and 128-544-8001-552650-0000-000-0000-05310 Non-Capital Equipment.

c)   Source of funding for difference, if not fully budgeted: Not Applicable.

FEASIBILITY REVIEW:

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
