Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. The City Commission desires to call a special municipal election on Tuesday, November 3, 2026 (the “Special Municipal Election”), in conjunction with the county-wide November 3, 2026 General Election, wherein all qualified electors of the City of Pembroke Pines shall have the opportunity to consider and vote on two (2) proposed charter amendment questions and a possible General Obligation Bond referendum that are presently under consideration by City Commission.

 

2. Each of the two (2) charter amendment ordinances approved on first reading by the City Commission and subsequently pending second reading, call for a Special Municipal Election to be conducted during the county general election on November 3, 2026.

 

3. A resolution approving the possible General Obligation Bond referendum that will be under consideration by the City Commission shall, if adopted, call for a Special Municipal Election to be conducted during the county general election on November 3, 2026.

 

4. The Broward County Supervisor of Elections (the “SOE”) possesses the authority and jurisdiction to coordinate and administer elections throughout Broward County, including special municipal elections within the City of Pembroke Pines.   

 

5. The City Commission desires to engage the SOE to carry out the duties, functions, obligations, and work required to conduct the Special Municipal Election as provided within the SOE’s proposed Municipal Elections Agreement submitted to the City in connection with the Special Municipal Election.

 

6. The SOE has provided that the estimated cost to the City of Pembroke Pines to administer the Special Municipal Election is $92,742, subject to adjustment based on the actual costs incurred by the SOE (true-up).

 

7. The City Commission has determined that entering into the Municipal Elections Agreement with the Broward County Supervisor of Elections is in the best interest of the citizens and residents of the City of Pembroke Pines.

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
