MOTION TO APPROVE THE PURCHASE OF EMS PEDIATRIC TRAINING SIMULATOR MANIKINS AND ACCESSORIES FROM BOUND TREE MEDICAL, LLC, UTILIZING PRICING ESTABLISHED BY THE SEMINOLE COUNTY CONTRACT NO. IFB 604500-23/GCM, IN AN AMOUNT NOT TO EXCEED $30,091.97, PURSUANT TO SECTION 35.18(C) (5) OF THE CITY'S CODE OF ORDINANCES.

PROCUREMENT PROCESS TAKEN:

 

- Chapter 35 of the City’s Code of Ordinances is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 

- Section 35.18(C)(5) states, “Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States Government, are exempt from this section, provided, however, that this division shall apply only if the contract expressly permits or if the awarding jurisdiction and/or the vendor agree to allow the city to purchase therefrom and if either: (i) the commodities or services are the subject of a price schedule negotiated by the state or federal government or by competitive bid by another governmental agency and not on any preference; (ii) or the price offered for the commodity or service exactly equals or is lower than the governmental contract from vendors awarded the governmental contract. Where an award is made pursuant to this paragraph, the terms and conditions agreeable to the City may be used in lieu of those terms and conditions of the contract with the other governmental agency."

 

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

 

 - Section 35.21(A)(1) states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  The EMS Pediatric Training Simulator Manikin is an advanced manikin used to recreate real-life situations and allow firefighters to practice and refine clinical skills, i.e., CPR, Airway Management, electrical therapy, EKG monitoring and medication administration. The manikin facilitates real-time feedback and life-like responses during training scenarios. As an innovative device designed to enhance the efficiency and effectiveness of patient care, manikins hold the potential to significantly improve patient outcomes and survival rates.

2.  The purchase of the EMS Pediatric Training Simulator Manikins is partially funded by the Florida Department of Health, EMS Matching Grant Awards Program and thereby requires an estimate prior to the grant allocating funds to the City of Pembroke Pines. The Fire Department obtained an estimate from Bound Tree Medical, LLC, prior the August 6, 2025, commission meeting, for the EMS Pediatric Training Simulator Manikins in an amount of $29,979.94. The Florida Department of Health, EMS Matching Grant Awards Program awarded the City of Pembroke Pines $22,484.96, for this purchase, which was accepted by the City on August 6, 2025. Subsequent to the acceptance of the grant and prior to the purchase of the equipment and supplies, the price estimate increased by $112.02, to $30,091.97. The City’s match for the purchase now totals $7,607.01.

 

3.  On April 23, 2023, the Seminole County entered into Contract No. IFB 604500-23/GCM, EMS Medical Supplies and Related Components, with Bound Tree Medical, LLC.

 

4.  As part of their bid submission Bound Tree Medical, LLC, included an additional discount list to supplement their response to their bid for line item 3 - “Any additional discounts offered by your Company.” This additional discount list includes the discount rate for Laerdal Medical Corporation and is part of the approved contract documents from Seminole County. Per the contract, Bound Tree Medical, LLC must extend a minimum 10% discount for all products manufactured by Laerdal Medical Corporation.

 

5.  Laerdal Medical Corporation has provided the Fire Department with a quote reflecting their MSRP, which will assist in verifying the pricing published on their website.

 

6.  The Fire Department has also obtained a quote from Bound Tree Medical, LLC, the awarded vendor of the Seminole County contract.

7.  The Procurement Department has verified the list prices of the Bond Tree Medical, LLC quote against the quote provided by Laerdal Medical Corporation and their website MSRP. Additionally, the Procurement Department verified that Bond Tree Medical LLC’s quote contained at least a 10% discount off MSRP for all items quoted.

 

8.  Request City Commission to approve the purchase of EMS Pediatric Training Simulator Manikins and accessories from Bound Tree Medical, LLC, utilizing pricing established by the Seminole County Contract No. IFB 604500-23/GCM in an amount not to exceed $30,091.97, pursuant to Section 35.18(C)(5) of the City's Code of Ordinances.
