Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  The City Commission desires to call a stand-alone special municipal election on Tuesday, March 11, 2025 (the “Municipal Election”), wherein all qualified electors of the City of Pembroke Pines shall have the opportunity to consider and vote on seven (7) proposed charter amendment questions and a possible General Obligation Bond referendum that is presently under consideration by City Commission.

 

2.  Each of the seven (7) charter amendment ordinances approved by the City Commission and subsequently transmitted to the SOE calls for a special election to be conducted on March 11, 2025.

 

3.  A resolution approving the possible General Obligation Bond referendum that is presently under consideration by the City Commission shall, if adopted, call for a special election to be conducted on March 11, 2025.

 

4.  The Broward County Supervisor of Elections (the “SOE”) possesses the authority and jurisdiction to coordinate and administer elections throughout Broward County, including stand-alone special municipal elections within the City of Pembroke Pines.

 

5.  The City Commission desires to engage the SOE to carry out the duties, functions, obligations, and work required to conduct the Municipal Election as provided within the SOE’s proposed Municipal Elections Agreement submitted to the City in connection with the Municipal Election.

 

6.  The SOE has provided that the estimated cost to the City of Pembroke Pines to administer the Municipal Election is $300,760.

 

7.  The SOE is requiring that a municipality wishing to hold a special election in March 2025 submit the executed Municipal Elections Agreement to the SOE no later than December 6, 2024.

 

8.  The City Commission has determined that entering into the Municipal Elections Agreement with the Broward County Supervisor of Elections is in the best interest of the citizens and residents of the City of Pembroke Pines.

 

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost: $300,760 estimate.

b)   Amount budgeted for this item in Account No: $82,880 is available in account # 001-519-1001-531500-0000-000-0000 - Professional Svc Other

c)   Source of funding for difference, if not fully budgeted: Once Commission approval is obtained, a budget adjustment will be processed for $217,880 from account # 001-519-0800-530010-0000-000-0000-(Contingency) to account # 001-519-1001-531500-0000-000-0000 - Professional Svc Other.

d)   5 year projection of the operational cost of the project Not Applicable.

FEASIBILITY REVIEW:

 

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
