Summary Explanation and Background

 

PROCUREMENT PROCESS TAKEN:

 

-  Chapter 35 of the City’s Code of Ordinance is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

- Section 35.15 defines a Request for Qualifications as “A written solicitation for competitive sealed offers with the title, date and hour of the public opening designated.  A request for qualifications shall include, but is not limited to, general information, functional or general specifications, statement of work, instructions for offer and evaluation criteria. All requests for qualifications shall state the relative importance of the evaluation criteria.  The city may engage in competitive negotiations with responsible offerors determined to be reasonably susceptible of being selected for award for the purpose of clarification to assure full understanding of and conformance to the solicitation requirements. Offerors shall be accorded fair and equal treatment with respect to any opportunity for discussion and revision of offers, and such revisions may be permitted after submissions and prior to award for the purpose of obtaining the best and final offer.”

 

- Section 35.18 of the City's Code of Ordinances is titled "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

- 35.18(A) states, "A purchase of or contracts for commodities or services that is estimated by the Chief Procurement Officer to cost more than $100,000 shall be based on sealed competitive solicitations as determined by the Chief Procurement Officer, except as specifically provided herein."

 

- Section 35.19 of the City's Code of Ordinances is titled "SEALED COMPETITIVE BIDDING PROCEDURE."

 

- Section 35.19(A) states, "All sealed competitive solicitations as defined in §35.18 shall be presented to the City Commission for their consideration prior to advertisement."

 

- Section 35.21 of the City's Code of Ordinances is titled "AWARD OF CONTRACT."

 

- Section 35.21(A) of the City's Code of Ordinances is titled "City Commission Approval."

 

- Section 35.21(A)(1) states, “An initial purchase of, or contract for, commodities or services, in excess of $100,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed.”

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1. On October 15, 2025, the City Commission authorized the advertisement of RFQ # PL-25-02 "General Contractors for Home Repair Projects", which was advertised on October 21, 2025.

 

2. The City of Pembroke Pines receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) program, HOME Investment Partnership Program (HOME), and Neighborhood Stabilization Program (NSP). The City also receives State Housing Initiatives Partnership (SHIP) funds from the Florida Housing Finance Corporation. These funds are used for various projects including minor home repair and cost estimating services.

 

3. The purpose of this solicitation was to acquire proposals from qualified firms to establish a new pool of vendors for the City to choose from to perform a number of services, such as correcting municipal code violations, abating any health and safety problems in the resident's home, providing safe electrical and mechanical systems, stopping weather penetration to make the resident's home more energy efficient, and improving the general condition of the resident's structure.

 

4. On November 18, 2025, the City opened sixteen (16) proposals from the following vendors (listed in alphabetical order):

5. On April 29, 2026, an evaluation committee was convened to review the qualifications of the bidders and recommended a pool of vendors to the City Commission for award. The evaluation committee passed a motion to deem all sixteen (16) as qualified and include all sixteen (16) of the firms in the pool of General Contractors for Home Repair Projects in no specific order.

 

6. As a result, agreements shall awarded for a two-year period.  Please note that signed agreements or specimen agreements for each contractor are included in the attachments, as not all contractors in the pool have signed their agreement at the time of preparing this agenda item. Administration can share copies of executed agreements with the City Commission once they are received from the the respective contractors.

 

7. In addition, please note that on June 7, 2026, Byrdson Services, LLC notified the City's Contracts Division that it has elected not to proceed with execution of an agreement under RFQ No. PL-25-02, General Contractors for Home Repair Projects. The firm indicated that its decision was based on current project scheduling, staffing commitments, and program obligations, and was not a reflection of the City or the program. Accordingly, Administration is recommending award to the remaining qualified contractors identified in this agenda item.


8. Recommend Commission approve the findings and recommendation of the evaluation committee and to award RFQ # PL-25-02 "General Contractors for Home Repair Projects", to the following fifteen (15) vendors:

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost: The cost for each project is unknown at this time and there are no pre-set fees for the General Contractors. The City’s contracted Home Inspectors shall generate cost estimations for each proposed project and the City’s Contract Housing Administrator will invite all of these approved General Contractors to competitively bid on each project as they occur.

b)   Amount budgeted for this item in Account No: Funds for these expenses will be paid through grants received through various programs.  The City receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) Program, Home Investment Partnerships Program (HOME), and Neighborhood Stabilization Program (NSP).  In addition, the City receives State Housing Initiatives Partnership (SHIP) funds from the Florida Housing Finance Corporation.

FEASIBILITY REVIEW:

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
