DISCUSSION AND POSSIBLE ACTION REGARDING THE CITY'S SURVEY RESULTS CONCERNING THE RECENTLY INSTALLED TRAFFIC SPEED HUMPS ON SW 54TH PLACE.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  The original petition to install additional speed humps was submitted on February 21, 2024. City Administration informed petitioner that the roadway was not eligible for speed humps since the placement would violate the Speed Hump resolution and Commission action would be needed to move forward.

 

2.  City Administration was directed to place the item on the agenda as a Commissioner item on the April 3rd, 2024 agenda where it was voted upon to install the speed humps.

 

3.  The removable speed cushions were ordered along with the required signage. All equipment including signage was received the week of July 28th, 2024 and equipment installation was completed the week of August 12th, 2024.

 

4.  On August 27th, 2024, a second petition was submitted to remove the speed humps.

 

5.  On October 8th, 2024, City Commission directed City Administration to survey each household on 54th Place concerning the recently installed traffic speed humps.

 

6.  From October 21st thru October 30th, City staff, including a notary, contacted and surveyed the 22 households on 54th place. Below are the results:

 

          - 9 owners do not approve of the speed humps

          - 7 owners approved the speed humps

          - 5 owners did not wish to participate

          - 1 owner could not be reached, house is occupied by a renter

 

7.  Attached as Exhibit 4 are the signed and notarized survey forms.

 

8.  As per attached City Resolution (#3692), an application to install speed humps must be approved by 51% of the affected property owners along the street upon which the speed hump is requested to be installed.

 

 

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  The Engineering Division estimates the cost to remove the newly installed speed cushions to be approximately $5,000 plus any patching necessary if the asphalt is damaged during removal of the screws holding down the equipment.              

b)   Amount budgeted for this item in Account No: 100-541-6002-546150-0000-000-0000- (R&M Maintenance Land, Bldg.)

c)   Source of funding for difference, if not fully budgeted: Not Applicable

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
