MOTION TO APPROVE THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY AND THE BROWARD TEACHERS UNION LOCAL 1975 (BTU).

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

- Covered Members - Full Time and Part Time Certified Educational Professionals (Teachers, Guidance Counselors, Media Specialist, Curriculum Specialists, etc.) (not including Principals, Assistant Principals, and other Administrative Professionals -such as Professional Staff in the Office of Innovative Learning).  The term expires at the end of the 2024/2025 school year.

 

Term

The term of the agreement will be a one-year extension of the current Collective Bargaining Agreement with changes in compensation only.

Base Salary Merit Increase

Grandfathered Teachers - $2,320.00 per year

Pay For Performance Teachers -

      Highly Effective - $2,900.00 per year

      Effective - $2,175.00 per year

      Needs Improvement/Unsatisfactory - No increase


Increase Minimum Salary

Increase from $49,000 per year to $52,000 per year (increase amount up to $55,000 per year for new hires with 14+ years of teaching experience).

Pay For Performance Teachers hired from July 2, 2023, until June 30, 2024 will receive a minimum of a $4,000 per year salary increase.

 

2022 SNGI Referendum Payments For 2024-25

The Secure the Next Generation Referendum (SNGI) was renewed on August 23, 2022, which secured funding to recruit and retain highly quality teachers and eligible staff, maintain and enhance school safety and maintain and enhance essential programs, such as mental health services.  Furthermore, funding is eligible from FY2023-24 through FY2026-27.

 

This MOU provides compensation supplements for FY2024-25 (Year 2 of the allowable 4 years).

Supplemental payments in the amount of $550.00 for a new teacher up to $13,810.00 for a teacher with 25+ years of experience. Amounts are approximately 10.5% greater than 2023-24 school year.


2018 SNGI Referendum Retro Payments

The original Secure the Next Generation Referendum (SNGI) was approved on August 28, 2018, which secured funding to recruit and retain highly quality teacher and eligible staff, maintain and enhance school safety and maintain and enhance essential programs, such as mental health services, to be paid out in FY2019-20 through FY2022-23.  Initially, this funding was not shared with charter schools. In March of 2024, the Florida Department of Education requested that Broward County Schools share their 2018 referendum. City Commission approved the 2018 Referendum Settlement on August 7th, 2024. Payments are to be received by Broward County Schools in three equal installments in July 2024, July 2025, and July 2026.

This MOU provides compensation supplements for FY2024-25 (Year 1 of the allowable 3 years).

Supplemental payments in the amount of $4,727.20 to $18,908.79 depending on the number of years employed at the Charter Schools.  Payments will be payable in three equal installments in December of 2024, 2025, and 2026 (one third of the total amount stated above).

Note - Part Time Members’ Salaries and Increases Will Be Prorated.

FEASIBILITY REVIEW:

 

A feasibility review is required for the award, renewal and/or expiration of all function sourcing contracts.  This analysis is to determine the financial effectiveness of function sourcing services.
