PROPOSED RESOLUTION NO. 2026-R-25 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA; APPROVING THE POTABLE WATER SERVICES AGREEMENT WITH LUIS A. ESPINOZA AND LITA R. CALAGUA SOLIS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE POTABLE WATER SERVICES AGREEMENT WITH LUIS A. ESPINOZA AND LITA R. CALAGUA SOLIS, AS OWNER OF THE RESIDENTIAL PROPERTY LOCATED AT 14251 MUSTANG TRAIL, IN THE TOWN OF SOUTHWEST RANCHES; PROVIDING FOR RECORDATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

SUMMARY EXPLANATION AND BACKGROUND:
1. Luis A. Espinosa. and Lita R. Calagua Solis ("Owners") of real property address 14251 Mustang Trail, Southwest Ranches, FL 33330-3532, has requested potable water service from the City of Pembroke Pines. The parcel has a single family dwelling that has a Equivalent Residential Unit (ERU) of one (1) and is approximately 2.35 acres. The average water usage per day is 300 gallons.
2. The City of Pembroke Pines owns and maintains a 16-inch diameter water main extended north of Old Sheridan St. to 6903 Hancock Road, which will soon be extended at 8-inch diameter from that point north along Hancock Road to Mustang Trail, then west to 14251 Mustang Trail to serve the Owner's property.
3. On March 12, 2026, the Owners secured the Town of Southwest Ranches' Council approval to obtain potable water service for their property from the City of Pembroke Pines (Resolution No. 2026-030).
4. The service agreement will require the Owners to apply for and obtain the necessary engineering and plumbing permits from the Town of Southwest Ranches and complete the Utility Service Application from the City of Pembroke Pines Utilities Department prior to services being received.
