Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:
1. In 2018, the Florida Legislature enacted the Marjory Stoneman Douglas High School Public Safety Act (SB 7026), establishing comprehensive school safety and security requirements statewide. The Act created the Office of Safe Schools (OSS) within the Florida Department of Education (FLDOE) and mandated the development of policies and procedures to enhance emergency preparedness and threat response. In 2019, the Legislature passed SB 7030, implementing recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB 7030 strengthened oversight and accountability measures and required ongoing compliance monitoring by OSS beginning in the 2019-2020 school year and annually thereafter.

2. Pursuant to section 1006.07(6), Florida Statutes, each district and charter school governing board must adopt and annually review policies and procedures for school safety and emergency management. Accordingly, the City Commission, as the PPCS Governing Board, has previously approved the following: Active Assailant/Threat Procedures, Safer Spaces Policy, Threat Assessment Policy, Visitor & Intruder Control Policy, PPCS K-12 Reunification Plan, Notification of Involuntary Examination Policy, K-12 Emergency Preparedness Plan, and the annual Mental Health Assistance Allocation Plan and Mental Health Audit Documentation.

3. In accordance with section 1006.1493, Florida Statutes, and the rules of the Office of Safe Schools, each charter school must annually complete the Florida Safe Schools Assessment Tool (FSSAT) in collaboration with local la...
